The police's perception and response attitude to domestic violence have gradually developed into an active form. Domestic violence was designated as a serious crime and was subject to intensive management, and for effective response, the police's awareness education, the establishment of a domestic violence 112 report code, the designation management of families that may recur, the implementation of a domestic violence step-by-step response model, and the introduction of an anti-police officer (APO) system were introduced. Despite those efforts of the police, domestic violence in Korea has not decreased significantly. Accordingly, to find ways to improve police countermeasures against domestic violence, this study analyzed three cases of the responses taken by High Point Police Department, North Carolina, USA , North Canterbury, New Zealand, and Chula Vista, California, USA, which reduced domestic violence by using a problem-oriented police method that emphasized prevention rather than follow-up to crime. Based on these analysis results, it suggested expanding the number of monitoring targets and improving methods, expanding opportunities to correct perpetrators, increasing the number of abuse prevention police officers (APOs) and expanding their expertise, strengthening the establishment of a collaborative system for joint response, and strengthening home education prevention education.

경찰의 가정폭력에 대한 인식 및 대응 태도는 점차 적극적인 형태로 발전되어 왔다. 중 대 범죄로 지정되어 중점관리 대상이 되기도 하였으며, 효과적인 대응을 위하여 경찰 내 부의 인식교육, 가정폭력 112 신고 코드 신설, 재발 우려가 있는 가정의 지정 관리, 가정 폭력 단계별 대응 모델 시행, 학대예방경찰관(APO:Anti-Police Officer)제도가 도입·운영 되어져 오고 있다. 이러한 경찰의 노력에도 불구하고 우리나라의 가정폭력은 크게 줄어들 고 있지 않은 실정이다. 이에 따라 본 연구는 가정폭력에 대한 경찰의 대응방안의 개선방안을 모색하기 위해 범죄에 대한 사후대처보다는 예방을 강조하는 문제지향적 경찰방식을 사용하여 가정폭력 을 축소한 미국 노스캐롤라이나주 하이포인트(High Point), 뉴질랜드 노스캔터뷰리(North Canterbury), 미국 캘리포니아주 출라비스타시(Chula Vista)의 가정폭력 대응방안들을 분 석하였다. 이러한 분석결과를 토대로 가정폭력에 대한 우리나라 경찰 대응방식의 개선 방 향으로 모니터링 대상의 확대와 방법의 개선, 가해자 성행교정 기회 확대, 학대예방경찰관 (APO)의 증원과 전문성 확대, 공동대응을 위한 협업체계의 구축강화, 가정교육 예방교육 의 강화 등을 제시하였다.
