Since 2000, various civic participation networks represented by the Internet and SNS have emerged, and the most controversial cultural phenomenon is the ‘fandomization of politics’. Although fandom politics strengthens democracy by activating civic participation, paradoxically, it is also pointed out that excessive participation may hinder the qualitative development of democracy. There are concerns that fandom politics will eventually lead to a ‘backsliding of democracy’ by creating a gap in so-called participation, such as promoting a biased collectivist culture and a small number of ‘over-representation’ and ‘over-participation’. On the other hand, those who positively evaluate fandom politics see the expansion of ‘particulation’ in ‘representation’ as a global trend, and fandom politics is the most active method of civic participation in Korea, where online civic participation is the highest level in the world. In the midst of the above controversy, this study attempts to draw implications for the democratic expansion of fandom politics through exploratory analysis of the problems and limitations of fandom politics, such as ‘over-representation’ and ‘over-participation’ focusing on Korean fandom politics.

2000년 이후 인터넷과 SNS로 대표되는 다양한 시민참여 네트워크가 대두 되었는데, 가장 논쟁적인 문화현상이 ‘정치의 팬덤화 현상’이다. 팬덤 정치가 시 민참여의 활성화로 민주주의를 강화하기도 하지만, 역설적으로 과도한 참여로 인해 민주주의의 질적인 발전을 저해할 수도 있다는 한계도 지적되고 있다. 팬 덤 정치가 편향된 집단주의 문화 조장, 소수의 ‘과대 대표’나 ‘과잉 참여’ 등 이른 바 참여의 격차를 조성해, 종국적으로는 ‘민주주의의 퇴행’(backsliding)을 가져 온다는 우려가 그것이다. 이에 반해 팬덤 정치를 긍정적으로 평가하는 쪽에서 는, ‘대의’(representation)에 대한 ‘참여’(participation)의 확장은 세계적 추세 이고, 온라인 시민참여가 세계 최고 수준인 한국에서 팬덤 정치는 가장 적극적 인 시민참여 방식이라고 본다. 이상과 같은 논쟁 속에서 본 연구는 한국의 팬덤 정치 사례를 중심으로 ‘과잉 대표’와 ‘과잉 참여’라는 문제점과 한계에 대한 탐구 를 통해, 팬덤 정치의 민주적 확장 방안에 대한 시사점을 도출하고자 한다.
