The purpose of this study was to provide basic data on the improvement of the system for completing public sports facilities. The following conclusions were obtained using SWOT analysis and in-depth interview techniques for public sports facility managers/operators, leaders, and participants in daily sports. First, it is necessary to establish a plan to expand public sports facilities in the mid- to long-term, and to prepare a plan to expand public sports facilities compared to the population of each city, compared to the area dedicated to the facility. Second, in terms of programs, it is necessary to drastically reduce the number of program hours and subdivide the program grade to provide various opportunities to participate in daily sports. Both the Jindo and the fixed-term completion systems should set an appropriate attendance rate so that new members can register if vacancies arise. In addition, it is necessary to guarantee universal use rights by revitalizing the monopoly and territorial prevention campaigns of existing members prevalent in public sports facilities. Third, in terms of policy, in the case of the fixed-term completion system, the period should be established gradually and in stages through several meetings between managers/operators, facility industrial complex employees, leaders, and four members before setting the completion period.

본 연구는 공공체육시설 수료제 제도개선에 관한 기초자료를 제공하는데 목적이 있었다. 연구방법은 공공체육시 설 관리/운영자, 지도자, 생활체육참여자를 대상으로 SWOT분석 및 심층면담 기법을 사용하여 아래와 같은 결론을 얻을 수 있었다. 첫째, 시설적인 측면에서는 수료제는 결국 시설부족에 따른 이용자 수의 비대칭 문제였다. 이에, 공공체육시설 확충 계획을 중장기적으로 수립하고 각 시의 인구대비, 시설 전용면적 대비, 공공체육시설 확충 계획을 마련해야 할 것이 다. 둘째, 프로그램 측면에서는 프로그램 시수를 과감히 줄이고 프로그램 등급을 세분화하여 생활체육 참여자들에게 다양 한 참여기회를 제공해야 할 것이다. 진도수료제와 기간수료제 모두 적정 출석률을 설정하여 결원이 생기면 신규회원이 등록하도록 해야 할 것이다. 또한, 현 공공체육시설에 만연되어 있는 기존 회원들의 독점과 텃새 방지 캠페인을 활성화하 여 보편적인 이용권을 보장해주어야 할 것이다. 셋째, 정책적인 측면에서는 기간수료제의 경우, 수료제 기간을 설정하기 에 앞서 관리/운영자, 시설공단 직원, 지도자, 회원 4자간 수차례 간담회를 통해 점진적이고 단계적으로 기간을 설정해 야 할 것이다.
