The purpose of this study is to develop and propose a highly valid and reliable diagnostic tool that can measure the level of digital utilization competencies of adults in Korea. The factors of digital utilization competencies derived through literature review and expert review were digital device use, ethics/security, and real-life use, and a total of 10 preliminary questions were derived. After confirming the preliminary questionnaire items according to the results of the Delphi survey with 10 experts, a survey of 1,000 adults in Korea was conducted. As a result, eight items of three factors were confirmed through exploratory factor analysis and confirmatory factor analysis, and all three factors were found to have AVE values higher than the coefficient of determination and greater than .5, securing the validity of discrimination. As a result of the reliability verification, Cronbach's value of the entire digital utilization competencies diagnosis tool was .8, and the three factors showed .5 or more, respectively. A path analysis between the factors of digital utilization competencies and subjective life satisfaction was conducted by verifying the reference validity, and it was found to have a statistically significant positive (+) correlation. Finally, as a result of the measurement identity verification, it was confirmed that the tool can be used regardless of gender. Finally, practical implications for utilizing the diagnosis tool of adults and measures to foster talented people with digital utilization competencies in the future were provided.

본 연구의 목적은 우리나라 성인의 디지털활용역량 수준을 측정할 수 있는 타당도, 신뢰도 높은 진단도구를 개발하고 제안하는 것이다. 문헌분석과 전문가 검토를 통해 도 출한 디지털활용역량 구성요인은 디지털기기 사용, 윤리/보안, 실생활 활용 3요인이며, 최초 총 10개의 예비 문항을 도출하였다. 이어 10명의 전문가를 대상으로 총 2차 걸쳐 델파이 조사를 실시했다. 델파이 조사 결과에 따라 예비 설문 문항을 확정한 후, 우리나 라 성인 1,000명 대상 설문조사를 실시했다. 설문조사 결과, 탐색적 요인분석과 확인적 요인분석 과정을 통해 3요인 8개 문항을 확정했으며, 3개 요인 모두 AVE 값이 결정계 수 보다 높고 .5보다 큰 것으로 조사되어 판별타당성을 확보했다. 신뢰도 검증 결과, 전 체 디지털활용역량 진단도구의 Cronbach's a값은 .8로 높은 신뢰도를 보였으며, 3개 요 인 역시 각각 .5 이상의 신뢰도를 보였다. 이어 준거타당도 검증으로 디지터활용역량 구 성요인과 주관적 삶의 만족 간의 경로분석을 통해 통계적으로 유의한 정(+)적 상관관계 를 가지고 있음을 확인했다. 측정동일성 검증 결과, 디지털활용역량 진단도구가 성별과 관계없이 활용할 수 있음을 확인했다. 마지막으로 성인의 디지털활용역량 진단도구의 시사점과 향후 디지털활용역량을 갖춘 인재 육성을 위한 방안 등 이를 활용할 수 있는 실천적 시사점을 제공하였다.
