This study aims to explore the direction of effective policy PR that can maximize public acceptance of high-level waste disposal facilities as the saturation point of high-level waste disposal facilities for each nuclear power plant approaches, making the installation of high-level waste repositories a necessity in Korea. Referring to previous studies that focus on analyzing conflict situations through case analysis, we set Gulup Island and Buan, which are representative cases of failure in the past, and Gyeongju, which is a successful case, as the research subjects. By comparing and analyzing the factors of failure and success in each case based on the measurement variables of 1) responsiveness, 2) openness, 3) control tower, and 4) guidelines discussed in previous studies, we found that ‘expanding communication’, ‘activating citizen participation’, ‘smooth information sharing between organizations’, and ‘implementing sincere environmental assessment’ contribute to effective policy PR. Based on the analysis, in terms of policy PR that promotes smooth policy implementation through securing public consensus, we suggest ‘expanding the scope of communication to affected areas,’ ‘institutional guarantee of citizen participation,’ ‘adoption of interactive communication methods between organizations,’ and ‘continuous guidelines related to residents’ safety and environment' as directions and implications for attracting high-level waste disposal sites in the future.

본 연구는 원전별 고준위 방폐물 처분시설의 포화 시점이 가까워짐에 따라 고준위 방폐장 설치가 필수가 된 국내 상황을 연구 배경으로 하여, 방폐장 입지선정에 대하여 대중의 수용성을 극대화할 수 있는 효과적인 정책 PR 방향성 탐색을 목표로 한다. 사례 분석을 통한 갈등 상황 분석 연구가 주를 이루고 있는 선행연구를 참고하여, 과거 국내 대표적인 중저준위 방폐장 입지선정 실패 사례인 굴업도, 부안과 성공 사례인 경주를 연구대상으로 설정하였다. 각 사례 별로 실패, 성공 요인을 기존 선행연구에서 논의된 1) 응답성, 2) 개방성, 3) 컨트롤타워, 4) 가이드라인의 측정변인을 기준으로 비교, 분석한 결과, 방폐장 설립 관련 정책 PR 성공을 위해서 ‘소통 확대’와 ‘시민참여 활성화’, ‘조직간 원활한 정보 공유’, ‘성실한 환경평가 이행’이 효과적인 정책 PR에 기여하는 것으로 나타났다. 분석 결과를 바탕으로 국민적 공감대 확보를 통한 원활한 정책 이행을 도모하는 정책 PR의 관점에서, ‘영향권 지역으로의 소통 범위 확대’, ‘시민참여의 제도적 보장’, ‘조직 간 쌍방향소통 방식 채택’, ‘주민의 안전 및 환경 관련 지속적인 가이드라인’을 향후 고준위 방폐장 유치 관련 방향성과 시사점을 제시하였다.
