This study aimed to examine the prereview circumstance of project plans for a Green Smart Future school and suggest improvements in terms of contents as well as procedure. The authors carried out a service project plan for a Green Smart Future elementary school in the city of Yeongju. Based on their practical service experience, first, two prereview forms of the project plan, one from the Ministry of Land, Infrastructure, Transport(MLIT) and the other from the Ministry of Education(ME), were critically analyzed and compared in terms of review contents. Most of them were duplicated, which might have led legitimately to developing a single unified prereview form. Second, the prereview process which requires 2 times, one from MLIT and the other from ME, can be judged not to be reasonable. Each could recommend its review committee members, and then they get involved in the single prereview process on both on- and off-setting. As the terms education and space are ambiguous in their interrelations and meanings as used for planning public buildings, third, members from both sides need to sit together anyhow, negotiate, and cooperate to reach reasonable solutions.

교육부 주관 사업인 그린 스마트 미래학교 조성을 위한 사전기획 성과물로서 사업계획의 사전검토 현황을 조사 분석하고 개선방안을 제시할 목적으로 본 연구가 수행되었다. 교육부와 국토교통부의 공공건축 사업계획 사전 검토 양식의 검토 내용과 행정적 절차 등이 상호 비교 분석되었다. 공공건축 사전기획 업무 수행 경험과 그 과정선 상에서 실제 사전검토위원회 제출용 사전검토 양식 작성 경험을 바탕으로 그린 스마트 미래학교 사업계획 사전검토 개선안을 제안하면 다음과 같다. 첫째, 교육부와 국토교통부 간 사업계획 사전검토 양식에서 검토 내용 다수의 상호 중복이 확인되었다. 이에, 교육과 공간을 주제로 개별 파트를 구성하고 부처 간 통합된 단일 검토양식 개발 및 활용 이 가능할 것이다. 둘째, 부처별 사업계획 사전검토 이행보다는 양 부처 간 적절히 역할 분담을 전제로 한 통합 사전 검토위원회 구성 및 운용이 적절할 것이다. 셋째, 교육과 건축공간이라고 하는 다소 이질적인 주제를 다룸에 있어 위 원별 사전 온-라인 서면검토와 함께 전문성 영역이 서로 다른 위원들 간 협업과 소통에 적합한 대면심의 절차 병행 이 제시되었다. 대면검토는 예측되는 서면심의 결과의 모호성과 불확실성을 감소시키는 효과적인 방법이 될 수 있다

    Ever since next generation convergence technology became one of the most important industries in the nation, computing professionals have encountered a growing number of challenges. Along with scholars and colleagues in related fields, they have gathered in avariety of forums and meetings over the last few decades to share their knowledge, experiences and the outcome of their research. These exchanges have led to the founding of the International Next-generation Convergence technology (INCA) on December 1, 2015. INCA was registered as an incorporated association under the Ministry of Information and Communications. The main purpose of the organization is to improve our society by achieving the highest capability possible in next generation convergence technology.
