In this study, 36 lecturers and administrators were surveyed and in-depth interviews were conducted to examine the current situation of Korean-language institutions in Jeollabuk-do region(Jeonbuk) and to provide educational recommendations. Respondents cited the advantages of the Korean-language institutions in Jeonbuk, such as the large number of experienced teachers, the transparent and open recruitment process, and the fact that lecturers’ schedules are considered when assigning classes. However, they also identified a lack of instructor training and research meetings, insufficient training in writing syllabi, and the absence of a uniform syllabus, as well as the fact that many students are not motivated or willing to learn. Based on the respondents’ answers, we would like to suggest the following recommendations for the development of Korean-language institutions in the Jeonbuk region: First, Korean-language institutions should be evaluated appropriately by establishing evaluation criteria that fit the characteristics of the Jeonbuk region. Second, stable employment conditions for Korean teachers, some of the most important actors in education, should be guaranteed and reflected in institutional evaluations. Third, research should be conducted that reflects the Jeonbuk region, such as learner research, curriculum and textbook development tailored to learners’ characteristics, and student management methods. Fourth, full educational support should be provided for educators teaching in the region. Fifth, universities, local governments, the Ministry of Education should collaborate and discuss Korean-language education for international students.

본 연구에서는 전북 지역 한국어 교육기관의 현황을 살피고 교원들의 인식을 바탕으 로 지역 특성에 맞는 교육 제언을 하기 위하여 36명의 한국어교육 전문가에게 설문 및 심층 면담을 실시하였다. 한국어 교육기관의 체제 운영에 관한 교원의 인식을 살펴보았을 때 연구 참여자들 대부분은 대학에서 상업적인 목적으로 유학생을 유치한다고 인식하고 있으며, 절반 정 도만이 학생에 대한 지원이 충분하다고 답하였다. 또한 경력 교원이 많다는 점과 투명 한 공개 채용 방식, 교원의 일정을 배려하여 강의 배정이 이루어진다는 점 등이 전북 지 역 한국어 교육기관의 장점이라고 하였으나, 교원 교육이나 연구 모임 등이 전무한 점, 교안 작성에 대한 교육이 없고 통일된 교안 또한 존재하지 않는 점, 학습 동기나 의지가 없는 학생들이 많은 점은 문제점이라고 지적하였다. 설문 참여자의 답변을 바탕으로 전북 지역의 한국어 교육기관의 발전 방향에 대해 제언하자면, 한국어 교육기관의 비전을 세우고, 내실 있게 기관이 운영될 수 있도록 지 역 특성에 맞는 평가 기준을 수립해야 하며, 교육의 가장 중요한 주체 중 하나인 ‘한국 어 교원’의 안정적인 고용 조건을 보장하고 이를 기관 평가에 반영해야 한다. 또한 학습 자의 특성에 맞는 교육과정과 교재 개발, 학생 관리 방법 등 지역화를 반영한 연구가 기 반이 되어야 하고, 지역에서 교육하는 교육자들에 대한 전폭적인 교육 지원을 구축하 며 대학과 지자체·교육부·법무부·기업이 모두 합심하여 현안의 사안을 고민하는 장을 마련해야 한다는 것을 제언하였다.
