The personal disclosure system for sex offenders is intended to send a warning message to local residents to be careful not to be harmed because ex-sex offenders live around them. However, the current personal information disclosure system is not becoming a current photographic information, and the unclear residence and actual residence have resulted in unknown consequences even though actual sex offenders live around them. In addition, organizations that handle personal information disclosure have not been able to proceed smoothly due to diversification such as the Ministry of Justice, the Ministry of Gender Equality and Family, and the National Police Agency. The purpose of this study is to find countermeasures against these problems. The scope of the study is to examine the theoretical research of the personal disclosure system based on related laws and research papers, and to find practical countermeasures by deriving various problems through Internet articles, domestic and international research papers, and research reports. As a result of the study, the disclosure of sex offenders needs to be divided into low-risk and high-risk groups, and intelligent CCTV should be installed and managed in front of the subject's house to inconsistency between residential and actual residence and current photo information. Personal information disclosure management shall be unified into one institution so that the work can be carried out smoothly. When the Ministry of Gender Equality and Family notifies parents or institutions with children and adolescents of the registration of sex crimes, it should take a video of the body or walking scene in addition to the personal information of the sex offender and send the video information so that children and adolescents can see it. Only in this way will children and adolescents be able to clearly recognize that they are sex offenders when they meet a person subject to personal information disclosure on the street.

성범죄자에 대한 신상공개제도는 지역주민에게 성범죄 전과자가 주위에 살고 있으므로 피해당하지 않도록 조심하라는 경고적 메시지를 전달하고자 함이다. 하 지만 현 신상공개제도는 사진정보의 현행화가 되지 않고 있고, 거주지와 실거주 지의 불명확으로 실제 성범죄자가 주위에 살고 있음에도 불구하고 알지 못하는 결과가 초래되고 있다. 또한, 신상공개를 처리하는 기관이 법무부, 여성가족부, 경 찰청 등 다원화로 인해 원활한 업무가 진행되지 못하고 있다. 이러한 문제점에 대한 대응 방안을 모색하는 것이 연구의 목적이다. 연구의 범위는 신상공개제도의 이론적 연구를 관련 법률과 연구논문을 바탕으로 살펴보고, 다양한 문제점을 인터넷 기사, 국내·외 연구논문, 연구보고서 등을 통 해 도출하여 실천 가능한 대응 방안을 모색하는 것이다. 연구결과 성범죄자 신상공개는 저위험군과 고위험군으로 나누어 신상공개 수위 를 달리할 필요가 있고, 주거지와 실거주지 불일치와 사진정보 현행화를 위해서 는 대상자의 집 앞에 지능형 CCTV를 설치하여 관리하여야 한다. 신상공개 관리 업무는 하나의 기관으로 일원화하여 원활한 업무를 진행할 수 있도록 해야 한다. 여성가족부가 아동·청소년을 가진 부모나 기관 등에 성범죄 등록 사실을 통보할 때, 성범죄자 신상정보 외 신체나 걷는 장면 등을 영상으로 찍어 그 영상정보도 함께 발송하여 아동·청소년이 볼 수 있도록 해야 한다. 이렇게 해야만 아동·청소 년 등이 길거리에서 신상공개 등록대상자를 만났을 때 성범죄자라는 사실을 확실 히 인지할 수 있고, 주의할 수 있을 것이다.
