Drug-related problems have become very serious social problems in Korea which used to boast as drug-free society. Korean government proclaimed ‘War on Drugs’ and has fortified supply-prevention strategies. However, for ‘War on Drugs’ we should intervene not only on supply side but also on treatment·rehabilitation(TR) for drug abusers. Currently the infrastructure for TR for drug abuse is very poor in Korea. This study analyzed the TR system in Korea and made suggestions for improvement. Specific contents of this paper are as follows. First, the nature of the problems in Korea was analyzed. They are availability of diverse drugs, sharp increase of abusers and young users, and high relapse rate, etc. Second, the ineffective court-ordered treatment policy was analyzed. It was recommended that treatment facilities should be improved and the collaboration system between legal system and treatment system should be developed. Third, the TR systems in public sector such as hospitals, Addiction Rehabilitation Centers(ARCs), Addiction Management Integrative Support Centers(AMISC) were analyzed. Public support to hospital treatment expense, nation-wide expansion of ARCs, and the development of referral system using AMISC were suggested. Fourth, the private sector systems such as DARC, Sonasa, NA were analyzed. It was suggested that government should financially support DARC and Sonasa. Also, it was recommended that NA meetings should be set up across the country. Finally, it was suggested that government should strengthen NIMS, drug-testing kits, prevention education, and develop the control tower to effectively deal with drug addiction issues.

마약청정국이던 한국에서 마약문제는 사회의 모든 영역에 부정적인 영향을 미 치는 매우 심각한 사회문제가 되었다. 이를 위해 한국정부는 마약과의 전쟁을 선 포하고 마약공급차단을 위한 방안을 대폭 강화하고 있다. 마약과의 전쟁은 공급 차단과 마약중독자들의 치료와 재활을 동시에 강화해야 한다. 그러나 우리나라에 서 마약중독자의 치료·재활을 위한 인프라는 매우 취약한 실정이다. 본 논문은 한국의 전반적인 마약중독 치료·재활시스템 현황을 분석하고 그 개선방안을 제시 하였다. 본 논문의 주요 내용은 다음과 같다. 첫째, 한국의 마약문제의 심각성에 대해서 논의하였다. 그 내용은 다양한 마약의 남용, 마약투약사범 및 젊은 층 남용자의 급격한 증가, 높은 재범률 등이다. 둘째, 치료적 처우제도의 현황 및 개선 방안을 논의하였다. 이 제도는 활용성과가 부진하므로 전문치료체계를 보완하고 사법기관과 치료기관의 연동체계를 구축해야 한다. 셋째, 공공영역 마약중독 치 료·재활체계를 점검하고 개선방안을 논의하였다. 이를 위해, 전문치료병원의 전문 성을 향상하고, 중독재활센터를 전국적으로 확대 설치해야 한다. 넷째, 민간영역 마약중독 치료·재활체계의 현황 및 개선방안을 논의하였다. 중독자 치료에서 현 재 주요 역할을 담당하는 치료공동체 다르크(DARC)와 소나사 모델에 대한 정부 지원 및 시범사업을 실시하고, NA모임을 전국적으로 확대해야 한다. 마지막으로 치료·재활체계 개선과 함께 진행해야 할 마약남용예방정책의 개선방안에 관하여 논의하였다. 여기서는 조제의약품 관리체계(NIMS) 강화, 마약검사키트 개발 및 보급, 예방교육강화, 콘트롤 타워의 설치를 제안하였다.
