After the global economic crisis, the world has discovered that the driving force behind revitalizing a country's economy lies not solely in government initiatives but increasingly in entrepreneurs with an entrepreneurial spirit. Even amid the unprecedented pandemic situation caused by COVID-19, the entrepreneurial spirit, which identifies opportunities within crises, has consistently grown. Countries worldwide have implemented support and policies to foster a privately-led entrepreneurial ecosystem for economic activation. This study analyzes the factors influencing the activation of entrepreneurial activities in high-income countries by examining the entrepreneurial ecosystem environment surveyed by experts based on data from the Global Entrepreneurship Monitor (GEM). Utilizing GEM data from 2000 to 2022, spanning 23 years of research on high-income countries, multiple regression analyses were conducted. The results indicate that taxes and regulations, government entrepreneurship programs, and cultural and social norms positively influence entrepreneurial activities in high-income countries. On the other hand, government policies and support, as well as physical and service infrastructure, exhibit a negative impact. Through this research, it is hoped that the findings will assist in guiding the direction of policies for the creation of entrepreneurial ecosystems, particularly for middle-income and low-income countries, aiming to enhance entrepreneurial activities in the future.

글로벌 경제위기 이후 세계는 국가의 경제를 활성화하는 동인이 더 이상 국가 주도가 아닌 기업가정신을 지닌 창업가에게 있음을 발견하였다. COVID-19로 인한 전례 없는 팬데믹 상황에서도 위기 속에서 기회를 발견하는 기업가정신은 지속적으로 성장하였으며 각국은 민간주도 창업 활성화를 위한 창업생태계 조성에 지원과 정책을 시행하였다. 본 연구는 글로벌 기업가정신 모니터 (GEM) 자료를 바탕으로 전문가집단을 통해 조사된 고소득국가의 창업생태계 환경이 창업활동 활성화 미치는 요인을 분석한다. 연구를 위해 2000년에서 2022년까지 23년간의 조사된 고소득국가의 GEM의 자료를 활용하여 다중회귀분석을 시행하였다. 그 결과 세금 및 관리, 정부창업프로그램, 문화와 사회적 규범이 고소득국가 창업활동에 긍정적 영향을 미치며, 정부정책 및 지원과 물리적·서비스 인프라는 부정적 영향을 미치는 것으로 나타났다. 본 연구를 통해 향후 중위소득국가와 저소득국가가 창업활동 활성화를 위해 창업생태계를 조성하고자 하는 정책의 방향을 수립하는데 도움이 되기를 바란다.
