In the era of the new normal corona and the fourth industrial revolution, it is necessary to model a combination of various policy measures to solve the wicked problems of a hyper-risk, uncertain society, to expand the policy area to improve the quality of people's daily lives as well as to reduce super-large-scale complex disasters and safety accidents, and to specify details for each life cycle. In this study, policy areas of the ultra-risk society are examined based on the discussion of new publicness, and the public policy area and contents of the ultra-risk society are examined, and the Korean policy mix model of ultra-risk society is presented by comparing the opinions of experts on which policy mixes were used and which policy mixes are desirable based on the agenda discussed at the currently operating Social Relations Ministerial Meeting. Through this model of ultra-risky social policy combinations, this paper examined the characteristics of policy mix models in the field of disaster safety and proposed the establishment of Disaster Safety Ministerial Meeting to improve the governance of all disaster safety policies.

뉴노멀 코로나·제4차 산업혁명시대 초위험 불확실성 사회의 난제(wicked problems) 해결을 위한 다양한 정책 수단의 조합을 모형화하여 초대형 복합 재난 및 안전사고 저감는 물론 국민의 일상적 삶의 질 제고를 위한 정책영역을 확대하고 생애주기별로 세부내용을 구체화할 필요가 있다. 본 연구에서는 이러한 초위험사회의 정책영역을 신공공성의 논의에 기반으로 하여 초위험사회 공공정책 영역과 내용을 검토하고, 현재 운용되고 있는 사회관계장관회의에서 논의되었던 안건을 중심으로 어떠한 정책조합이 활용되었고, 어떠한 정책조합이 바람직한 것인가에 대한 전문가 의견을 비교하여 한국형 초위험사회 정책조합 모형을 제시하였다. 이러한 초위험사회 정책조합 모형을 통하여, 재난안전분야의 정책조합 모형의 특성을 살펴보았고 재안전전정책 거버넌스의 개선을 위한 재난안전관계장관회의(가칭) 구축을 제언하였다.
