Although various cultural diagnoses and understandings of government-funded research institutes in the field of science and technology are presented in the academic world, the thirst for a “research administrative culture that helps people focus on research” is very high. In existing research, the culture that aims for research administration that helps immersion in research has been presented as “administrative culture toward researchers’ performance,” but what exactly does this research administration culture mean? The purpose of this study is to discover and present a desirable research administration culture for a research immersion environment at government-funded research institutes in the field of science and technology. As a result of qualitative analysis through interviews, this study emphasized that the research administration culture of government-funded research institutes must change from ‘a culture of responsibility within the mission’ to a ‘culture of independent responsibility (for the mission).’ In this independent responsibility culture, the ‘subject’ makes his own judgments and suggestions, and the researchers and administrative support staff each play the role of a professional group (partnership). In the independent responsibility culture, 'responsibility' means the efforts of administrative staff to actively understand and convince researchers of their work by exceeding the responsibilities within the work, strengthening the sense of 'my' responsibility rather than the responsibility within the 'organization', In other words, it means actively accepting not only responsibilities within the mission, but also responsibilities related to oneself both inside and outside the mission, and applying them to administration in a way that helps organizational performance or research results.

과학기술 분야 정부출연연구기관에 대한 여러 문화적 진단과 이해가 학계에 제시되어 있음에도 “연구몰 입을 돕는 연구행정 문화”에 대한 갈증은 매우 높다. 기존 연구에서, 연구몰입을 돕는 연구행정을 지향하는 문화 는 “연구자의 성과를 향한 행정 문화”로 제시된 바 있는데, 이 연구행정 문화는 정확히 무엇을 말하는 것인가. 본 연구의 목적은 과학기술 분야 정부출연연구기관의 연구몰입환경을 위한 바람직한 연구행정 문화를 발굴하여 제시 하는 데에 있다. 인터뷰를 통한 질적분석 결과, 출연연의 연구행정 문화는 ‘임무 내 책임 문화’에서 ‘(임무에 대한) 주체적 책임 문화’로 변화해야 됨을 본 연구는 역설하였다. 이 주체적 책임 문화에서 ‘주체’는 스스로 판단하고 제 안하며 연구직과 행정지원직 서로가 전문 집단인력(파트너십)으로서의 역할을 해내는 것이다. 주체적 책임 문화에 서 ‘책임’이란 업무 내 책임을 능가하여 행정직들이 연구직들에게 적극적으로 자신의 업무를 이해·설득시키려는 노 력을 의미하고, ‘조직’안의 책임이 아닌 ‘나’의 책임 의식을 강화, 즉, 임무 내 책임만이 아닌, 임무 내외적으로 나 와 연관된 책임에 대해 적극적으로 수용하여 조직 성과 혹은 연구 성과를 돕는 차원에서의 행정에 적용하는 것을 말한다.
