The purpose of this study is to find strategies to vitalize the management of Chungcheongbuk-do Golf Association according to policy changes in the world of sports and the growing golfer population. For this purpose, the study analyzed the internal and external environment of the Association based on literature reviews and the PEST method to understand the reality of its management. In addition, an expert meeting was held three times. The current state of the Association shows that it had no regular personnel to push forward many projects smoothly, implemented no new projects for the last three years, and had more projects in professional sports than sports for all. The PEST analysis results reveal that there were many short-term changes to golf policies(P), that Chungcheongbuk-do Athletic Association and Korea Golf Association continued to provide financial support(E), that the expanding base of golf was accompanied by side effects, and that the professional golfer population increased(S). The advancement of electric and electronic devices made it easy to handle administrative affairs, communicate with the outside, and acquire golf knowledge at the individual level(T). Based on these findings, the study proposed the following strategies to vitalize the management of the Association: first, it should broaden its extension by developing new projects and educational programs; second, it should reinforce its administrative strength by securing its dedicated office and regular administrative personnel; and third, it should disclose its management information for smooth fundraising and transparent management and run donations including scholarships in a special account.

본 연구의 목적은 체육계의 정책적 변화와 골프 인구 증가에 따라 충청북도골프협회의 운영을 활성화하는 전략을 도출하는 데 있다. 이를 위해 협회의 운영 실태 조사를 위한 문헌 조사와 PEST 분석 방법으로 대내·외 환경을 분석하였 다. 또한 전문가 회의도 3회 진행하였다. 골프협회의 현황 조사 결과 많은 양의 사업을 원활하게 추진하기 위한 상주 인력이 없으며, 최근 3년 동안 신규사업 부재, 생활체육과 비교해 전문체육 분야의 사업이 많은 것으로 나타났다. 또한 PEST 분석 결과는 최근 골프 종목의 정책이 단기적으로 많은 변화가 발생하고(P) 재정에 있어서는 충북체육회와 대한골프협회 의 지속 지원(E), 골프 저변 확대와 동시에 부작용 발생, 전문체육 골프 인구 수가 증가하였다(S). 또한 전기·전자 기기의 발달로 행정 처리의 수월함과 외부와의 소통 수단, 개인의 골프 지식 등 습득이 수월해지는 것을 확인할 수 있었다(T). 이러한 결과를 토대로 도출된 협회의 운영 활성화 전략은 다음과 같다. 첫째, 신규사업 발굴과 교육 프로그램 개발 등으로 외연을 확대해야 한다. 둘째, 전용 사무실 확보와 정규직 행적 인력 운영 등 행정력을 강화해야 한다. 셋째, 원활한 재정 확보와 투명한 경영을 위한 경영공시가 필요하고, 장학금 등 기탁금은 특별회계로 운영해야 한다로 나타났다.
