The prolonged stalemate in inter-Korean relations and the difficulty in finding a breakthrough for dialogue and cooperation are becoming increasingly complex in the new international paradigm that began with the US-China power competition. As North Korea's reckless provocations continue, the solution to the Korean Peninsula issue is becoming more complicated. The government under the leadership of president Yoon, who has emerged from the long tunnel of COVID-19, is making efforts to actively pursue “Audacious initiatives,” but finding a breakthrough for dialogue and cooperation with North Korea, which insists on self-reliance and risks isolation, is still challenging. The North Korean sanctions are still in effect, and obtaining international consensus and support is essential for cooperation projects with North Korea. Indo-Pacific-style inter-Korean water resource cooperation is a viable option at this point, as it can improve the human rights of North Korean residents and realize universal values for humanity. Furthermore, North Korea is also focusing on “water management,” making it highly receptive to cooperation, and it aligns with the purpose of the government's unification and North Korea policy, “Audacious initiatives,” as it benefits our citizens in the border areas as well. South and North Korea have established three principles for mutual prosperity, sustainability, and expandability, and have presented cooperation plans by differentiating them into substantive and complete denuclearization stages. Through water resource cooperation, we must improve the human rights and quality of life of North Korean residents, and ultimately induce a change in North Korea's attitude, establishing a denuclearization and sustainable cooperation system.

남북 관계의 교착 국면이 길어지고, 대화와 협력을 위한 돌파구를 쉽사리 찾지 못하고 있다. 미중 패권 경 쟁으로 시작된 새로운 국제정세의 패러다임속에서, 북한의 무모한 도발이 이어지면서 한반도 문제의 해법 이 점점 복잡해지는 형국이다. 코로나19의 긴 터널을 나온 윤석열 정부는 ‘담대한 구상’의 본격적인 추진을 위해 노력하고 있지만, ‘자력갱생’을 내세우며 고립을 자초하는 북한과 대화와 협력의 돌파구를 찾는 것은 여전히 녹록지 않다. 대북제재는 여전히 공고하게 작동하고 있으며, 북한과의 협력 사업을 위해서는 국제사 회의 동의와 지지가 필수적이다. 인도주의적 남북 수자원 협력은 북한 주민의 인권을 개선하고, 인류 보편적 인 가치를 실현할 수 있다는 점에서 현 시점에서 시도해볼 수 있는 방안이다. 더욱이 북한도 ‘물관리’에 집중 하고 있어 협력 수용 가능성이 높다는 점과 접경지역의 우리 국민에게도 혜택이 공유된다는 점에서 정부의 통일·대북정책인 ｢담대한 구상｣의 목적에도 부합한다. 남북이 상생하고 지속가능하며 확산할 수 있는 세 가지 원칙을 수립하고 추진 단계를 실질적 완전한 비핵화로 구분하여 협력방안을 제시하였다. 수자원 협력 을 통하여 북한 주민의 인권과 삶의 질을 향상시키고 궁극적으로 북한의 태도 변화를 유도해 비핵화와 지속 가능한 협력체계를 마련해야 하겠다.
