The purpose of this study is to understand the trend of South Korea's Entrepreneurship Index over an 8-year period from 2015 to 2022, as reflected in the Global Entrepreneurship Monitor (GEM) reports, and to analyze it in conjunction with the matured domestic entrepreneurial ecosystem, providing insights by indicator. Using the data exclusively from GEM reports for South Korea from 2015 to 2022, the study analyzed the trends of expert survey data across 9 domains (A to I) from both domain-specific and comprehensive perspectives. Subsequently, considering 6 elements of policies, funding, culture, support, human capital, and market in South Korea's entrepreneurial ecosystem, the study analyzed how 30 years of policy, institutional, and program changes and efforts influenced the 8-year GEM expert index. The research findings reveal that over the past 30 years, South Korea has made various efforts to foster the maturity of the entrepreneurial ecosystem, including diverse policies, entrepreneurship programs, expanded funding, enhanced entrepreneurial awareness, technology commercialization in universities and research institutions, and entrepreneurial education. However, despite significant advancements in South Korea's entrepreneurial ecosystem, there are areas for improvement in terms of policies, funding, culture, support, human resources, and market aspects. This study provides insights and recommendations regarding these areas for improvement.

본 연구의 목적은 2015년부터 2022년까지의 GEM(Global Entrepreneurship Monitor) 보고서에 나타난 한국의 8년간의 기업가정신지수 흐름을 파악하고 그동안 성숙하여온 국내 창업생태계와 함께 분석하여 지표별 시사점을 제공하는 데 있다. 연구방법으로 우리나라의 GEM 보고서가 없는 2014년을 제외한 2015년부터 2022년까지 8 년간의 한국 데이터만을 사용하여, 9가지 (A〜I) 영역을 기준으로 전문가 조사자료의 추이를 영역별 및 종합적인 관점에서 분석했다. 이후, 한국의 창업생태계에서 정책, 자금, 문화, 지원, 인적자본, 시장의 6가지 요소를 고려하여, 30년간의 관련 정책, 제도, 프로그램 등의 변화와 노력이 8년간의 GEM 전문가 지수에 어떤 영향을 미쳤는지 분석했다. 연구 결과, 한국은 지난 30여 년간 창업생태계의 성숙을 위해 다양한 정책과 창업프로그램, 자금의 확대, 창업에 대한 인식 제고, 대학 및 연구기관의 기술사업화와 교육등 창업 지원 프로그램과 시장규제를 낮추기 위한 다양한 노력이 있었다. 결론적으로, 한국의 창업생태계는 큰 발전을 이루었지만, 정책, 자금, 문화, 지원, 인적자원, 시장 측면에서 극복해야 할 개선점들이 존재하고 본 연구는 이에 대한 시사점을 제시한다.
