After the September 11 attacks in 2001, the U.S. military began to emphasize the concept of Strategic Communication (SC) in a sense of problem that their good intentions and activities were not properly communicated to the people of the world. It was introduced in 2008 to our ROK military and is still there. The purpose of this study is to check whether the SC of the Korean military is properly located or actively responding to the changing environment and to suggest a direction to move forward. This study examined trends using a total of five academic information DBs, including RISS and Scholar, focusing on research products related to strategic communication published from 2008 to 2023. As a result of examining the current status by year, field, and research method, the lack of SC-related papers was felt, and the concept was introduced and concentrated only in the early stages of active research. Furthermore, considering the changing SC environment and the effectiveness and impact of integrating into SC at the government level, the research field is limited to conceptual explanations and SC at the Ministry of National Defense level. In terms of the last research method, most of them were literature research, so the need for quantitative research using expert interviews, surveys, and big data was also known. I hope that the policy suggestions presented in this paper will positively contribute to the future research direction of SC.

2001년 9.11 테러사태이후 미군은 자신들의 선한 의도와 활동이 세계인들에게 제대로 전달되지 않고 있 다는 문제의식에서 전략커뮤니케이션(Strategic Communiction:SC)이라는 개념을 강조하기 시작했다. 우리 한국군 에게는 2008년에 도입되어 지금에 이르고 있다. 최초 도입된지 16년이 지난 지금 우리 한국군의 SC는 제대로 자 리잡고 있는지 변화되는 환경에 능동적으로 대응하고 있는지 확인해보고 나아갈 방향 제시를 하는데 본 연구의 목적이 있다. 본 연구는 2008년부터 2023년까지 발표된 전략커뮤니케이션 관련 연구산물을 중심으로 RISS, 스콜라 등 총 5개의 학술정보 DB를 활용하여 경향성을 살펴보았다. 연도별, 분야별, 연구 방법별 현황을 살펴본 결과 SC관련 논문의 부족한 현실을 체감할 수 있었고 개념이 도입되어 연구가 활발하던 초기에만 집중적으로 이루어졌다. 뿐만 아니라 연구 분야 또한 개념설명과 국방부 수준의 SC에 한정되어 있어 변화하는 SC 환경에 대한 고려와 정부차원의 SC로 통합시의 효과성과 파급력을 고려할 때 국가수준의 SC에 대한 연구 등 더욱 다양한 분야로 확대될 필요성을 확인했다. 마지막 연구방법면에서는 문헌연구가 대부분이어서 전문가 인터뷰, 설문, 빅데이터등을 활용한 양적연구 등의 필요성도 알 수 있었다. 이러한 본 논문에서 제시한 정책적 제언이 SC의 향후 연구방향 설정에 긍정적으로 기여하길 바란다.
