About 70 years have passed since the division of the two Koreas, but many difficulties surrounding the Korean Peninsula have yet to be solved. In particular, "denuclearization of the Korean Peninsula" is at stake due to North Korea's nuclear weapons development, and expectations and interest in unification are decreasing over time for the entire generation. Against this backdrop, this paper discusses ways to increase the efficiency of unification policies by utilizing the characteristics and advantages of metaverse, a key ICT technology of the "4th Industrial Revolution." At first glance, the combination of unification policy and metaverse may seem somewhat heterogeneous. This is because there is still an absolute lack of papers and discourses in academia that connect unification issues and metaverse. However, metaverse, the next-generation Internet technology, is a combination of the fourth industrial revolution technology, and the use of metaverse in the future is essential like the current use of the Internet. In particular, this paper argues that if characteristics such as fun, immersion, and interaction are used among the various characteristics of the metaverse, various effects such as spreading public consensus and raising unification awareness can be achieved when implementing unification policies. To this end, this paper summarized the unification policies of the previous and Yoon Suk Yeol governments and proposed policy measures to improve the efficiency of unification policies using metaverse. The four characteristics of the metaverse, Augmented Reality, Life Logging, Mirror Worlds, and Virtual Worlds, can effectively promote and educate the government's unification policy. It will also be able to compare and organize the lives of more than 35,000 North Korean defectors with South Koreans and use them as efficient data for future unification of the two Koreas.

남북 분단 후 약 70여 년이 흘렀지만, 한반도를 둘러싼 수많은 난제들은 아직 해결되지 않 고 있다. 특히 북한의 핵무기 개발로 인해 '한반도 비핵화'는 위태로운 상황이며, 시간이 갈수록 전(全) 세대에 걸쳐 통일에 대한 기대와 관심이 줄어들고 있는 상태다. 이러한 상황에서 본(本) 논문은 ‘4차 산업혁명’의 핵심 ICT 기술인 메타버스의 특성과 장점을 활용 해 통일정책의 효율성을 높이는 방안에 대해 논의하고 있다. 언뜻 통일정책과 메타버스의 조합이 다소 이질적으로 보일 수 있다. 이는 아직 학계에서 통일문제와 메타버스를 연결한 논문과 담론이 절대적으 로 부족하기 때문이다. 하지만 차세대 인터넷 기술인 메타버스는 4차 산업혁명 기술이 집약된 것이고 향후 메타버스 활용은 현재 인터넷 사용처럼 필수적이다. 특히 메타버스의 여러 가지 특성 가운데 재미, 몰입감, 쌍방향성 등 의 특성을 활용한다면, 통일정책을 실행할 때 국민적 공감대 확산, 통일 의식 제고 등 다양한 효과를 거 둘 수 있다는 것이 본 논문의 주장이다. 이를 위해, 본 논문은 역대 정부와 윤석열 정부의 통일정책을 정리한 후, 메타버스를 활용해 통일정책의 효율성을 제고할 수 있는 정책 방안을 제시했다. 즉 메타버스의 네 가지 특성인 증강현실 (Augmented Reality), 거울세계 (Mirror Worlds), 가상세계(Virtual Worlds) 등을 활용하면 정부의 통 일정책을 효과적으로 홍보, 교육할 수 있다. 또 라이프로깅(Lifelogging)으로 약 3만 5000명이 넘는 탈 북인들의 삶을 한국인들과 비교, 정리해 통일 이후의 남북한 통합을 위한 효율적인 자료로 활용할 수 있다.
