This study aimed to provide policy implications for establishing a stable strategy for advanced professional cultivation in the STEM field by comparing and analyzing the demands for the national scholarship program in STEM graduate schools. Data was collected through a web survey, with responses from 415 graduate students and 133 professors. Frequency analysis, cross-tabulation analysis, and mean comparisons (T-tests) were conducted to analyze the research data based on individual attributes and institutional characteristics. The analysis revealed that the demand for national scholarships among members affiliated with national public universities and non-capital private universities in the STEM field was higher than that of the comparison group. Additionally, the demand for support was higher for doctoral programs compared to master's programs, and there was a greater perceived need for support in the natural sciences compared to engineering disciplines. Furthermore, respondents affiliated with the BK21 project showed a higher demand for national scholarships, and graduate students expressed a higher demand for scholarship support compared to professors. Based on these research results, policy implications were suggested, including the realization of support amounts for degree programs in the process of establishing the national scholarship program, revitalization of STEM graduate programs in non-capital private universities, and institutional support for student-led research.

본 연구는 이공계 고급인력의 안정적인 육성방안 수립에 도움을 주기 위해 이공계 대학원 국가장학금 제도에 대한 요구도를 비교 분석하여 정책적 시사점을 제시하였다. 웹서베이를 통해 대학원생 415명과 교수 133명의 응답을 수집하였고, 빈도분석, 교차분석, 평균비교(T-test)를 사용하여 개인적 속성과 소속기관의 특성을 기준으로 연구자료를 분석하였다. 분석결과 국공립대와 비수도권 대학 소속 구성원의 국가장학금 요구도가 비교집단의 요구도보다 높았고, 석사과정보다는 박사과정에 대한 지원 요구도가 더 높았으며, 공학계열보다는 자연계열 지원의 필요성을 더 크게 인식하 고 있었다. 또한, BK21 사업단 소속 응답자의 국가장학금 요구가 더 높았고, 교수보다는 대학원생의 국가장학금 지원 요구도가 더 높았다. 이상의 연구결과를 바탕으로 국가장학금 제도의 수립과정에서 지원금액의 현실화, 비수도권 사립대 의 이공계 대학원 활성화, 학생 자율 연구를 위한 제도적 지원 등을 고려해야 한다는 정책적 시사점을 제시하였다.

Ever since next generation convergence technology became one of the most important industries in the nation, computing professionals have encountered a growing number of challenges. Along with scholars and colleagues in related fields, they have gathered in avariety of forums and meetings over the last few decades to share their knowledge, experiences and the outcome of their research. These exchanges have led to the founding of the International Next-generation Convergence technology (INCA) on December 1, 2015. INCA was registered as an incorporated association under the Ministry of Information and Communications. The main purpose of the organization is to improve our society by achieving the highest capability possible in next generation convergence technology.
