The purpose of this study was to devise the introduction of blue tourism through the improvement of coastal cruise operation for Busan, the largest marine city in Korea. Blue tourism defined by this study is an attribute of marine tourism that values diversity of interest and experience from an active and human perspective. In the past, the meaning of marine tourism was a concept in which tourists saw the sea on land. On the other hand, the new blue tourism looks at land from the sea. In addition, blue tourism means the advancement of marine tourism in terms of hardware and software. In the case of Busan, this is related to the problem of activation and diversification of marine tourism through coastal cruise. Busan is the largest marine city in Korea and the second city. The advantages of Busan are the largest and oldest ports in Korea and various waterfront spaces along the long coast. Therefore, this study argued that coastal cruise should become a representative marine tourism contents in Busan. The details of the study are as follows. This study examined the operating environment of the Busan coastal cruise, the strengths and weaknesses of the Busan port and waterfront, the improvement and change of the Busan port and waterfront, and the conditions of the Busan coastal cruise industry. The Blue Tourism Initiative was discussed by integrating and cooperating with the Busan coastal cruise industry, expanding connectivity with land tourism, sharing the role of coastal public transportation, institutional improvement and policy support. In practice, it was most important to connect the separated characteristics around the east and west coasts of Busan. In other words, it was in the direction of linking various contents through coastal cruise routes and combining segmented coastal tourism. In the future, Busan will prepare to welcome visitors from all over the world as a global marine tourism city. The results of this study were expected to help Busan's development direction toward a world-class marine tourism city. In conclusion, this study argued that Busan's coastal cruise should be made a world-class tourist attraction. Furthermore, there was a need for Busan to develop into Korea's largest marine tourism platform based on coastal cruises.

본 연구의 목적은 국제 해양관광도시를 지향하는 부산을 대상으로 새로운 연안크루 즈 운영방식을 통한 블루투어리즘 활성화 구상을 해보는 것이다. 본 연구가 정의하는 블 루투어리즘은 바다와 사람을 중심으로 한 해양관광의 고도화를 뜻한다. 기존의 해양관 광이 육지적 관점과 땅위에서 바다 쪽을 바라보는 관광이었다면, 블루투어리즘은 해양 의 관점에 따라 바다 위에 서서 육지 쪽을 바라본다. 이것은 바다와 수변공간에 관련된 능 동적이고 인간적인 관점의 활력과 체험을 중시하는 해양관광의 속성이다. 본 연구는 부 산의 연안크루즈 운영 환경, 항구와 수변공간의 강점과 약점, 항구와 수변공간의 개선과 변화, 연안크루즈 업계의 개선과 변화 등에 대해 고찰하였다. 그리고 부산을 대상으로 한 블루투어리즘 구상은 연안크루즈 업계의 협업과 통합, 육상관광과의 통합적 연계, 해상 대중교통의 역할 분담, 기타 제도적 개선과 지원책 등으로 나누어 논의하였다. 연구의 결 과, 부산에서 연안크루즈와 블루투어리즘의 성공을 위해 우선시해야 할 방향은 명확했 다. 그것은 부산이 가진 크고 작은 항구 및 연안의 특색에 맞는 콘텐츠를 연결하는 것이 다. 즉 부산 연안의 다양한 콘텐츠를 연안크루즈 항로로 전부 연계하고, 동쪽과 서쪽으로 분절된 해안을 결합시키는 것이 가장 중요했다. 본 연구는 부산의 다양한 장소를 육지가 아니라 바닷길로 누비는 연안크루즈의 연결과 통합, 협력의 활성화는 해양관광의 핵심 적 사안이 되어야 함을 제안하였다. 이것은 부산이 가진 해양관광 인프라의 분절성을 극복하게 만들고, 시너지 효과와 상생을 실현시킬 수 있음을 발견하였다. 또한 정책적으로 는 지역이 가진 해양관광 하드웨어와 소프트웨어에 대한 다양한 방식의 지원책이 필요 함을 제시하였다. 결론적으로 본 연구는 부산이 새로 구상되는 연안크루즈를 세계적인 관광명물로 만들어, 우리나라 최대의 해양관광 플랫폼으로 올라서야 함을 주장하였다. 나아가 이런 새로운 구상은 해양관광 국제도시를 지향하는 부산의 이미지 혁신 및 글로 벌 해양도시로 발전하려는 맥락과 크게 다르지 않을 것으로 보았다.
