This study was designed to provide an opportunity to compare the various special economic zone systems that have been promoted balanced regional development in Korea. To this end, the background of the creation of special economic zones was compared. In addition, I would like to compare what the current objectives are to be achieved through special economic zones. As a detailed methodology, it was judged appropriate to compare legal provisions with each other. This is because, unlike other regions, special economic zones are provided with differentiated benefits and support systems, and these benefits are only possible with legal grounds. As a result of the comparison, the following implications were confirmed. Currently, special zones do not have different target groups for each region, and there is no intensive fostering strategy through selection and concentration. In addition, different problems were identified between the legal entity and the responsible organization in the operation of the special zone.
