This study has developed an index which can measure the expertise of the industry-academy-research cooperation experts for the field of new technologies, and based on which, it is sought to continuously secure the expertise and reliability of the industry-university-research cooperation experts. Towards this end, the expertise index (proposal) was first developed by analyzing the employment method of experts for the field of new technologies, evaluation items of university professors (focused on the evaluation items related to the industry-academia cooperation), and the evaluation items of professors focused on the industry-academia cooperation, etc., and the reliability and validity of the expertise index were secured based on the three Delphi surveys targeting seven experts. As a result of the study conducted, finally, 30 measurement items were developed for a total of 6 areas based on ➀ career, ➁ major in the relevant field, ➂ industry-academia-research cooperation research activities, ➃ industry-academia-research cooperation educational activities, ➄ industry-academia-research cooperation joint technology development performance, ➅ industry connection and support. This study is significant in that it has developed the expertise index that can measure the expertise of industry-academia-research cooperation experts for the overall field of new technologies, and based on which, laid the foundation for building a reliable pool of experts.

본 연구는 신기술 분야 산학연협력 전문가의 전문성을 측정할 수 있는 지수를 개발하였으며, 이를 통해 지속적으로 산학연협력 전문가의 전문성 및 신뢰성을 확보하고자 한다. 이를 위해 신기술 분야 관련 전문가 고용방식 분석 및 대학 교수업적 평가항목(산학협력 관련 평 가항목 중심), 산학협력중점교수 평가 항목 등을 분석하여 1차적으로 전문성 지수(안)을 개발하고, 전 문가 7명을 대상으로 3차에 걸친 델파이조사를 통해 전문성 지수의 신뢰성 및 타당성을 확보하였다. 연구 결과, 최종적으로 ➀ 경력, ➁ 해당 분야 전공, ➂ 산학연협력 연구활동, ➃ 산학연협력 교육 활동, ➄ 산학연협력 공동기술 개발 성과, ➅ 산업체 연계 및 지원으로 총 6개 영역에 따른 30개의 측정문항을 개발하였다. 본 연구는 전반적인 신기술 분야 산학연협력 전문가의 전문성을 측정할 수 있는 전문성 지수를 개 발하여 이를 기반으로 신뢰할 수 있는 전문가 풀을 구축할 수 있는 기반을 마련했다는데 의의가 있다.
