Why can't successful policies spread? This study aims to analyze the current status of policies related to elder abuse by local governments, discover the indiscriminate spread of failed policies, and seek implications accordingly. First of all, as a result of reviewing related ordinances of local governments across the country, it was confirmed that ordinances with similar composition and contents spread downward and vertically from the metropolitan area to the basic level. Among them, the Songpa-gu Ordinance in 2015 was an exemplary case of establishing a pre-prevention system, but most of the ordinances adopted later were still expanding and reproducing policies centered on the follow-up system. The elder abuse ordinance was adopted in a way called uniform policy diffusion by the center rather than natural policy diffusion between local governments, and policymakers sought and copied appropriate alternatives, not rational alternatives. For a detailed analysis of the contents of the ordinance, five criteria for social welfare policies of Gil(1973) and Gilbert and Specht(1974) and an analysis criterion that combines Sabatier(1999)'s Policy Advocacy Coalition Framwork(ACF) were used. The ACF model, which can explain policy changes in which various values are mixed according to socioeconomic environmental changes such as interaction, policy learning, political system change, nuclear family deepening, and population aging in the dual confrontation of the existing conservative-progressive belief system, was applied to this study case.

성공한 정책이 확산되지 못하는 이유는 무엇일까? 본 연구는 지방자치단체의 노인학대 관 련 정책 현황을 분석하여 실패한 정책이 무차별적으로 확산되는 현상을 발견하고 이에 따른 시사점을 모색하고자 한다. 우선 전국 지자체의 관련 조례를 검토한 결과 구성과 내용이 대 동소이한 조례들이 광역에서 기초 단위로 하향적·수직적으로 확산되는 패턴을 확인했다. 그 가운데에서도 2015년 송파구 조례는 사전예방체계를 구축한 모범사례였지만, 이후 채택된 대다수 조례는 여전히 사후대응체계 중심의 정책이 확대·재생산되고 있었다. 노인학대 조례 는 지방정부간 자연적인 정책확산이 아닌 중앙에 의한 획일적 정책확산이라는 방식으로 채 택되었고, 정책결정자가 합리적 대안이 아니라 적당한 대안을 찾아 모방했기 때문이다. 조례 내용의 구체적인 분석을 위해서는 Gil(1973)과 Gilbert and Specht(1974)의 사회복지정책의 다 섯 가지 기준과 Sabatier(1999)의 정책옹호연합모형(ACF)을 결합한 분석기준을 활용했다. 정 책선호에 영향을 미치는 요소가 기존의 보수-진보주의 신념체계의 이원적 대립구도에서 상호작용과 정책학습, 정치체제의 변화나 핵가족의 심화, 인구 노령화 등 사회경제적 환경변화 에 따라 다양한 가치가 혼합되는 정책변동을 설명할 수 있는 ACF모형은 본 연구사례에 유 효적절하게 적용되었다.
