The funds in the social welfare field of local governments enable individual local governments to manage cash for a long period of more than one year, thereby helping them to more actively and flexibly respond to the diverse welfare needs of the local community. However, in the field of local governments' social welfare, it was confirmed that many fund programs showed similarities in nature to budget programs. Therefore, this study attempted to identify the relationship between the fund and the budget in the social welfare field of local governments in Korea by analyzing panel data from 2016 to 2019. According to the results of analyzing the effect of fund program expenditure on own budget program expenditure in the social welfare field of local governments, as the fund's non-finance program expenditure increased, the own budget program expenditure decreased in the social welfare field of local governments. This result empirically confirmed the partial substitutive relationship between the funds and the budget in the social welfare field of local governments, and so negative synergies may occur when the funds and the budget are used together in the social welfare field because of this relationship. Based on the analysis results, this study suggested that it is necessary for local governments to set the purpose and programs' scope of the fund more clearly in the social welfare field, so that the original function and role of the fund could be performed more effectively.

기금은 지방정부가 예산원칙의 일반적인 통제로부터 벗어나 지역사회의 다양한 수요에 보다 능동적·탄력적으로 대응할 수 있게 도와주는 지방정부의 주요한 재원이다. 그러나 지 방정부 사회복지분야에서는 개별 기금들의 모호한 사업범위로 인하여 원칙상 예산사업으로 수행해야할 것을 기금을 통해 실시할 수 있다는 지적이 존재한다. 이에 본 연구는 해당 분 야에서 기금지출과 예산지출 간의 관계를 알아보기 위한 목적으로, 우리나라 226개 기초자 치단체의 2016년부터 2019년까지의 패널데이터를 활용하여 이들 지방정부 사회복지분야에 서의 특정 기금사업비 지출이 자체예산사업비 지출에 미치는 영향을 분석하였다. 주요 설 명변수의 내생성 문제를 가정한 본 연구의 분석결과, 지방정부 사회복지분야에서 비융자성 기금사업비의 지출규모가 증가할수록 자체예산사업비의 지출규모는 감소하는 모습을 나타 내었다. 이러한 분석결과 및 이의 입증 과정은 우리나라 지방정부 사회복지분야에서 기금 (지출)과 예산(지출) 간에 부분적인 대체관계(substitutive relationship)가 존재함을 확인한 것 으로, 이처럼 두 재정수단 사이에 대체관계가 존재할 경우 이들이 함께 사용될 시에 부정 적 시너지가 발생할 수 있겠다. 따라서, 개별 지방정부는 복지사업의 안정적·탄력적인 수행 을 가능케 하는 기금 고유의 설치목적과 이를 실현할 수 있는 기금사업의 범위 등을 더욱 구체적으로 설정하여, 일반예산과 구별되는 기금 본래의 기능 및 역할이 보다 효과적으로 수행될 수 있게끔 노력해야 할 것이다.
