Under the policy of ‘temporary workers in the public sector to regular workers’, large-scale temporary workers who perform protective duties in the national critical facilities have been converted to regular workers, and the mandatory police system had been abolished in 2017, private police guards will fill the defense gap. Among the types of the national critical facilities protection personnel, the private police guards, which have strengths in direct job authority and job scope, play a major role as national important facility protection personnel. Since the establishment of the the private police guards in the 1960s, the private police guards have undergone many changes and is still facing various environmental changes. At this point, it is necessary to establish a future development strategy through a detailed analysis of the status of the private police guards, a major defense personnel of national important facilities. In this study, SWOT-AHP analysis is conducted on a group of related experts to analyze the status of the specific characteristics of the private police guards type of national critical facilities and to present development strategies through this. As a result of the analysis, SO strategy, WO strategy, ST strategy, and WT strategy are proposed based on the detailed SWOT factors, which indicate the importance of ‘exercising of authority and effective response through police execution’, ‘defencing gap due to 52 hours/week legal working hours’, ‘high sense and responsibility due to direct employment’, and ‘union and collective bargaining rights’.

‘공공부문 비정규직의 정규직화’ 정책 기조에 따라 국가중요시설 내 방호 직무를 수행하는 대규모의 비정규직 인력의 정규직 전환이 진행되었으며 2017년 의무경찰 감축폐지계획이 국정과제로 확정되면서 의무경찰제도가 폐지될 예정으로 이로 인 한 방호 공백의 많은 부분을 청원경찰이 대체하였거나 대체할 예정이다. 국가중요시 설 방호인력 유형 중 직접적인 직무권한과 직무 범위에서 강점이 있는 청원경찰은 국가중요시설 방호인력으로서 주요한 축을 담당한다. 1960년대 청원경찰제도가 생 겨난 이래 국가중요시설의 주요 방호인력 유형으로 자리 잡기까지 청원경찰 조직은 많은 변화를 겪어왔으며 지금도 다양한 환경 변화에 직면해있다. 이러한 시점에서 국가중요시설의 주요 방호인력인 청원경찰에 대한 구체적인 현황 분석을 통해 향후 발전 전략을 수립할 필요가 있다. 이 연구에서는 국가중요시설 청원경찰 유형이 가 지는 구체적인 특성 등 현황을 분석하고 이를 통해 발전 전략을 제시하고자 관련 전문가 집단을 대상으로 SWOT-AHP 분석을 하였다. 분석 결과, ‘｢경찰관직무집행법 ｣을 통한 권한 행사 및 효과적 대응’, ‘｢근로기준법｣52시간/주 법정 근로시간을 준 수로 인한 방호 공백’, ‘직접고용으로 인한 높은 소속감과 책임감’, ‘단결권과 단체교 섭권이 보장에 따른 노조 설립 및 투쟁, 농성 발생’ 이 높은 중요성을 나타내는 주요 요인으로 꼽혔으며, SWOT 세부 요인을 바탕으로 SO전략, WO전략, ST전략, WT전략을 도출하여 국가중요시설 청원경찰의 향후 발전 전략과 방향성을 제시하였다.
