Recently, terrorism against important politicians, including the prime minister, has frequently occurred in G7. Former Japanese Prime Minister Abe was assassinated following the attacks on French and Canadian prime ministers. The continuation of COVID-19, stagflation, and the ‘energy&food crisis’ caused by the Russia-Ukraine war pose serious threats to the G7 as well. The political and economic situation has led to changes in the security environment, and the security organization responsible for the safety of major politicians in the country is facing new threats. Having experienced the worst ‘Protection failure’ of the assassination of the former prime minister, the Japanese police have begun a major reorganization of the security organization. In the case of the United States and the United Kingdom, security organizations are strengthening in preparation for terrorist threats. France began to direct the presidential Protection organization at the presidential palace, and Italy operates a flexible organization based on the level of threat to the Protection target. These matters provide the following implications for Korea. The security capabilities of the National Police Agency should be continuously strengthened which is in charge of Protection the prime minister and major party politicians in Korea, it is necessary to maintain the level of Protection skills through continuous training of the National Police Agency's security forces. In addition, the HRsystem should be reorganized, such as strengthening the human resource management of police security agent. It is also necessary to analyze intelligence and related to politicians' terrorism to prevent incidents in advance.

최근 G7국가에서 국가수반인 총리를 포함한 전·현직 유력 정치인에 대한 테러가 빈번하게 발생하고 있다. 프랑스 및 캐나다총리에 대한 테러에 이어 일본 아베 전총 리가 암살되었다. COVID-19의 지속과 스테그플레이션, 러시아-우크라이나 전쟁으 로 인한 에너지 및 식량위기 등은 G7국가에도 심각한 위협이 되고 있다. Easton은 체계이론을 통해 조직은 생명체와 같아 외부환경과 상호작용을 통해 변화한다고 했 다. 현재 G7국가가 처한 국내외 정치경제상황은 경호환경의 변화를 초래했고, 국가 의 주요정치인에 대한 안전을 책임지는 경호조직은 새로운 도전에 직면해 있다. 이 러한 환경은 투입-전환-산출이라는 일련의 과정을 통해 경호조직을 변화시키고 있 다. 국내 정치변동과 VIP에 대한 직접위협이라는 투입물은 정책결정이라는 전환과 정을 거쳐 해당 조직의 조직개편, 인사제도변화, 훈련시스템변경을 이끌어 낸다. 그 사례로 前총리암살이라는 최악의 경호실패를 경험한 일본경찰은 경호조직 재편, 훈 련시스템 강화 등을 시행했다. 프랑스는 대통령경호 효율성제고를 위해 대통령경호 조직을 경찰에서 대통령궁으로 이관했다. 이러한 사항은 국내에 다음과 같은 시사점 을 제공한다. G7국가에서 발생한 정치인에 대한 테러를 교훈삼아 국내에서 총리 및 주요 정당정치인에 대한 경호를 담당하는 경찰청의 경호능력을 지속적으로 강화하 여야 한다. 이를 위해 경찰청 소속 경호대의 지속적인 훈련을 통해 경호기량수준을 유지해야 한다. 더불어 경찰경호원의 인적자원관리를 강화하기 위해 ‘경호경과’ 신설 등 인사체계를 정비해야 한다. 마지막으로 정치인테러관련 각종 정·첩보를 지속적으 로 수집 및 분석해서 사건을 미연에 방지할 수 있어야 하겠다.
