According to existing theories, the policies presented by political parties to voters are largely divided into median policies according to Downs’s ‘proximity theory’ or biased policies according to Rabinowitz and Macdonald’s ‘directional theory’. However, these explanations can fragmentarily explain why and what policies a particular party presents at a particular time, but they lack explanatory power for continuous policy changes. Later studies done by Lee Sanghack and Lee Sungkyu(2018, 2022) show that the policy presented by a political party may vary depending on the degree to which the party discriminates against voters. Therefore, this paper aims to advance the discussion done by Lee Sanghak and Lee Sungkyu to examine how each political party discriminates and weighs voters in certain situations. According to the results of this study, it was found that political parties are changing their policies depending on their electability, or the possibility to be elected, and in some cases, they strategically present their policies that are contrary to the ideology of the political party and close to the ideology of the other party.

정당이 유권자에게 제시하는 정책은 크게 Downs의 ‘근접이론’에 따른 중위정책과 Rabinowitz & Macdonald의 ‘방향이론’에 따른 편향된 정책이다. 선행연구들은 특정한 시기에 정당이 어떠한 정책을 제시하는지 설명하는데 초점을 맞추고 있지만, 정당이 제시하는 정책의 이념적 위치가 왜 변화하는지에 대한 설명은 부족하다. 이러한 점을 보완해 이상학·이성규(2018, 2022)는 정당 이 유권자를 차별하는 정도에 따라 정책의 이념적 위치가 변화한다고 설명한다. 이에 본 연구는 이상학·이성규의 논의를 진전시켜 정당이 어떠한 상황에서 유권자를 차별하고 가중치를 두는지 분석한다. 본 연구의 결과에 따르면 정당은 ‘당선 가능성’에 따라 정책적 입장을 변화시키고 있으며, 경우에 따라 정당의 이념적 정체성과 반대되며 상대정당의 이념과 가까운 정책을 전략적으로 제시한다는 가능성을 발견했다.
