The purpose of the present study is to investigate the current status and characteristics of the showup eyewitness identification procedure using CCTV. We performed descriptive analyses with 166 cases of de-identified investigative cases. As a result, there was a tendency not to collect eyewitness testimonies when CCTV footage was collected. In addition, all eyewitnesses positively identified the target person in the video as the suspect, when showup eyewitness identification procedure with CCTV footage was performed. Finally, the accuracy of the CCTV eyewitness identification procedure which was indirectly measured by comparing the investigation results with the implementation of the CCTV eyewitness identification procedure was only 50%. Through the above results, the suggestibility and low accuracy that appear in the showup eyewitness identification procedure using CCTV footage were discussed, and the establishment of a photo based lineup database was suggested as a solution.

본 연구의 목적은 CCTV를 활용해 쇼업 방식으로 이루어지는 범인식별절차의 현황 과 특징을 탐색하는 것이며, 이를 위해 비식별화된 수사 데이터 166건을 대상으로 빈도 분석과 교차분석을 실시하였다. 분석 결과, CCTV 영상을 수집하면 목격자 진술을 수 집하지 않는 경향성이 나타났다. 그리고 목격자에게 CCTV 영상을 보여주는 쇼업 방식 의 범인식별절차를 사용한 사건에서 모든 목격자들이 영상 속 인물이 용의자라는 지목 반응을 보였다. 마지막으로, CCTV 범인식별절차 실시 여부와 수사 결과를 비교하여 간접적으로 추정한 CCTV 범인식별절차의 정확성이 50%에 그쳤다. 위 결과를 통해 CCTV를 활용한 쇼업 방식의 범인식별절차에서 나타나는 암시성과 낮은 정확성에 대 해 논의하고 이를 해결하기 위한 방안으로 사진 기반 라인업 후보군 데이터베이스 구 축을 제시하였다.
