Drones are evaluated as having high utility value as a next growth engines that will lead the era of the industry 4.0, and with the development of drone technology, it provides functions such as convenience, economy, efficiency, and safety in each industrial field. Drones with these advantages were expected to bring only a safe and prosperous future along with various technologies. Korea has enacted individual laws related to drones to prevent damage from drone attacks. However, the current drone-related laws do not reflect the rapidly changing environment of the drone industry, and accordingly, the blind spot for safety is increasing. Therefore, in order to solve the safety blind spots for drones and to increase the utilization of drones, there is an urgent need to improve the legislative system in line with the growth rate of the drone industry. In particular, the port is an important role in the national economy as an important national infrastructure, and it is a place where security measures must be thoroughly implemented in order to perform its role properly. However, the ｢International Ship and Port Facility Security Act｣, which is closely related to port security, currently lacks regulations related to drones operating in ports. This can cause serious damage from drone attacks at any time, so countermeasures must be prepared. Therefore, in this study, the current status and problems of laws related to the operation of drones in the port are analyzed, and the plan for strengthening port security according to the activation of drones in the port is proposed.

드론은 4차 산업혁명 시대를 이끌어갈 신성장 동력으로서 활용가치가 높은 것으 로 평가되고 있으며, 드론 기술의 발달로 각 산업 분야에 걸쳐 편의성, 경제성, 효율 성, 안전성 등의 기능을 제공하고 있다. 이러한 장점을 가지고 있는 드론은 다양한 기술과 함께 안전하고 풍요로운 미래만을 가져올 것으로 예상되었으나, 한편으로는 공격자의 드론 악용으로 인하여 테러와 같이 불순한 목적을 달성하기 위해 이용되기 도 한다. 우리나라는 드론 공격에 대한 피해를 방지하기 위하여 드론과 관련된 개별 법령 을 제정하고 있다. 그러나 현행 드론 관련 법제는 급변하고 있는 드론산업의 환경을 반영하지 못하고 있으며, 이에 따라 안전에 대한 사각지대가 증가하는 실정이다. 따 라서 드론에 대한 안전사각지대를 해소하고 드론의 활용도를 높이기 위하여 드론산 업의 성장 속도에 맞는 법제의 정비가 시급하게 요구되는 상황이다. 특히, 항만은 중요 국가기반시설로서 국가 경제에 중대한 역할을 하고 있으며, 올 바른 역할 수행을 위하여 보안에 대한 대응이 철저하게 이루어져야 하는 장소이다. 그러나 항만의 보안과 밀접하게 관련되어 있는 ｢국제항해선박 및 항만시설의 보안에 관한 법률｣에는 현재 항만에서 운용되고 있는 드론과 관련된 규정이 부재한 실정이 다. 이는 언제라도 드론을 이용한 공격으로 인한 심각한 피해를 가져올 소지가 있어 반드시 대응책이 마련되어야 한다. 따라서 이 연구에서는 항만 내 드론의 운용과 관련된 법제의 현황과 문제점을 분석하고, 항만 내 드론 활성화에 따른 항만 보안 강 화를 위한 법제도적 방안을 제시하고자 한다.
