The Republic of Korea, which has grown into one of the world's top 10 economies, is implementing various social welfare systems for the entire nation to meet the level of national economic power. However, the level of welfare applied to trainees who join each military boot camp to fulfill military service obligations imposed under the Constitution of the Republic of Korea is very insufficient. According to a survey of Army, Navy, Air Force, and Marine Corps boot camp and Army Division boot camp trainees, individual activity space was very limited due to their old and cramped living space, and toilets and showers were small compared to the number of trainees. Some trainees say they are hungry while reducing the daily meal standard across the county. In some cases, the standards for use of military stores in the compound were different for each county, and the standard amount of daily necessities and military welfare was unrealistic, so it was necessary to wear training clothes with poor hygiene or use smelly bedding. During the recruitment training period, satisfaction with the military medical support system was also very low. In order to raise the morale of trainees and instill expectations and pride in military service during the military training period at boot camp, the welfare level for trainees should be greatly improved. Even if it is not as good as the welfare level of the general society outside the military, the environment of food, clothing, and shelter should be improved, such as modernizing barracks facilities, improving the food service environment, providing additional daily supplies and clothing, and improving the medical support system.

세계 10대 경제 대국으로 성장한 대한민국은 전 국민을 대상으로 국가경제력 수준에 맞게 다양한 사회 복지제도를 시행하고 있다. 그러나 대한민국 헌법에 따라 부과된 병역의무를 수행하기 위해 각 군 신병훈 련소에 입대하는 훈련병들에게 적용되는 복지수준은 매우 미흡한 실태이다. 육ㆍ해ㆍ공군 및 해병대 신병훈련소와 육군 사단신병교육대 훈련병들을 대상으로 설문조사와 면접 조사 를 실시한 결과, 훈련병들은 낡고 비좁은 생활관으로 인해 개인의 활동공간이 매우 제한받고 있었으며, 화 장실과 샤워장은 훈련병 인원수에 비해 설치면적이 좁고 시설이 부족해서 제대로 씻거나 편안하게 용변을 볼 수도 없었다. 전 군 일률적으로 일일 급식기준량을 감소시키면서 배가 고프다는 훈련병들도 있었다. 영 내 군 매점 사용기준이 각 군별로 상이하고, 일용품과 군복 지급 기준량이 비현실적이어서 위생상태가 불 량한 훈련복을 착용하거나 냄새나는 침구류를 사용해야 하는 사례들도 있었다. 신병훈련 기간 중 군대 의 료지원 시스템에 대한 만족도도 매우 낮았다. 신병훈련소에서의 군인화 교육 기간 중 훈련병들의 사기를 높이고 군 복무에 대한 기대감과 자긍심을 심어주기 위해서는 훈련병들에 대한 복지수준을 대폭 향상시켜주어야 한다. 군대 밖 일반사회의 복지수준 만큼은 안 되더라도 병영시설 현대화, 급식환경 개선, 일용품과 피복 추가 지급, 의료지원 체계 개선 등 의 식주 환경만큼은 개선해 주어야 한다.
