The purpose of this study is to confirm the public's perceptions regarding the adjustment of the prosecution and police investigation authority and the transfer of the counter-communism investigation authority from the National Intelligence Service to the police as part of the reform of power institutions along with the introduction of the municipal police system. In January 2020, the Prosecutor's Office's authority to conduct investigations was abolished, and a plan to adjust the prosecution and police investigation authority was passed, giving the police the right to end the first investigation and limiting the scope of the prosecutor's direct investigation. The amendment to the National Intelligence Service Act was passed, abolished and transferred to the police. It can be said that this shows the will of the politicians to reform the police, prosecutors, and the National Intelligence Service, which can be said to be criminal and judicial institutions and institutions of power. However, despite the fact that these reforms of institutions of power were carried out for the purpose of protecting people's rights and interests, enhancing convenience, and developing democracy, in reality, the public's sensibility is very low, and they do not recognize it positively, and the recognition itself is insufficient. In other words, they are not well aware of the adjustment of the prosecution and police investigation authority and the transfer of the counter-communism investigation authority to the police, and the people who know these details are also expressing concerns about these changes. Therefore, this study confirms the public perception of the prosecution and police investigation authority and transfers the counter-communism investigation authority, and proposes a way to raise the level of public awareness.

이 연구는 자치경찰제 요소의 도입과 더불어 권력기관 개혁의 일환으로 진행된 검 경 수사권 조정과 국가정보원의 대공수사권 경찰 이관에 관한 시민의 인식을 확인하는 것을 목적으로 한다. 지난 2020년 1월 검찰의 수사 지휘권이 폐지되고 경찰에 1차 수사 종결권을 부여하며 검사의 직접 수사 범위를 제한하는 것을 골자로 한 검경수사권 조 정방안이 통과되었으며, 12월에는 국가정보원의 대공수사권을 폐지하고 이를 경찰로 이관하는 내용의 국가정보원법 개정안이 통과되었다. 이는 곧 형사사법기관이자 권력 기관이라고 할 수 있는 경찰과 검찰, 그리고 국가정보원 개혁을 위한 정치권의 의지를 보여준다고 할 수 있다. 그러나 이러한 권력 기관 개혁이 국민 권익 보호와 편의 증진, 그리고 민주주의 발전을 목적으로 진행되었음에도 불구하고 실제 현실에서의 국민 체 감도는 매우 낮고 이를 긍정적으로 인지하지 못하고 있으며, 이에 대한 인식 자체가 부 족한 것으로 나타났다. 다시 말해 검경수사권 조정과 대공수사권 경찰 이관에 관하여 잘 인식하지 못하고 있으며, 이러한 내용을 알고 있는 국민도 이와 같은 변화에 우려를 표하고 있다는 것이다. 따라서 이 연구는 검경 수사권 조정과 대공수사권 이관에 관한 국민의 인식 실태를 확인하고, 국민의 인식 수준을 제고하기 위한 방안을 제시하여 수 사권 조정과 대공수사권 이관에 따른 국민 편익 증진을 궁극적인 목적으로 진행하였다.
