This paper studies an evaluation and revitalization strategy of the Kaesong Industrial Complex from the perspective of SDGs (Sustainable Development Goals). Unlike previous studies, this study aims to contribute to the performance of the SDGs of North Korea through the revitalization of the Kaesong Industrial Complex, focusing on the fact that North Korea has the will and effort to implement the SDGs. The main findings are as follows: First, the status of North Korea’s SDGs is found to be poor in economy and society other than the environment compared to China and Vietnam, which are economy transition countries. Second, As a result of analyzing the Kaesong Industrial Complex from the perspective of SDGs, the increasing production and the improvement of the working conditions of the Kaesong Industrial Complex contribute to the economic and social of the SDGs in North Korea. On the other hand, the financial system and the use of eco-friendly energy sources are limitations. Therefore, based on the analysis of North Korea’s SDGs and the Kaesong Industrial Complex, the strategy for the revitalization of the Kaesong Industrial Complex is presented by dividing it into long-run and short-run. Each period is divided into economy, society, and environment. In the short run, the strategy is drawn up to restart and normalize the Kaesong Industrial Complex. In the long-run, based on the short-run performances, the goal is to contribute to all of the SDGs by strengthening the competitiveness of the Kaesong Industrial Complex. It is expected that this study can be used as a plan to strengthen North Korea’s SDGs capacity through the Kaesong Industrial Complex and to expand and revitalize inter-Korean economic cooperation.

본 논문은 SDGs(Sustainable Development Goals) 관점에서 개성공단을 평가하고 개성공단 의 활성화 방안을 연구하였다. 기존 연구와 달리 본 연구에서는 북한 스스로 SDGs 이행을 위한 의지와 노력이 있다는 점에 착안하여 개성공단을 통해 북한 SDGs 달성에 기여하는 것을 목적에 두었다. 이를 위해 북한의 SDGs 현황, SDGs 관점에서 개성공단 가동 당시의 성과와 한계를 분석함으로써 개성공단 을 평가하였다. 북한 SDGs 현황 분석에서는 SDGs의 17개 목표에 해당하는 가장 최근 지표이며 개성 공단과 관련성이 높은 변수를 활용하였다. 북한의 SDGs 현황은 경제체제전환국인 중국, 베트남과 비교 하였을 때 환경 이외 경제, 사회 영역에서 열악한 것으로 나타났다. SDGs 관점에서 개성공단의 성과와 한계를 분석한 결과에서는 개성공단의 생산액 증가, 임금 상승 등이 북한 SDGs의 경제와 사회 영역에 기여하였으나, 반면 금융 제도, 친환경 에너지원 활용 등에서는 한계가 있었다. 이 같은 분석을 바탕으 로 개성공단 활성화 방안을 장·단기로 구분하여 모색하였으며, 시기마다 경제, 사회, 환경 분야로 세분 화하였다. 단기에는 개성공단의 재가동과 정상화에 중점을 두어, 주된 내용으로 재가동을 위한 재원조달, 근로자의 기본적인 후생 문제 해결 등의 방안을 도출하였다. 장기에는 단기의 성과를 바탕으로 개 성공단 경쟁력 강화를 통한 SDGs 전 범위적 기여를 목표로 하였다. 그 결과 산업구조의 개편을 위한 물·인적 자본 확보 및 산업클러스터 조성, 독립적 보건-의료 시스템 구축, 저탄소 에너지 발전 및 시설 설치 등의 방안을 도출하였다. 본 연구로 개성공단을 통해 북한의 SDGs 달성에 도움을 주며 이후 남북 경제협력의 확대 및 활성화 방안으로 활용될 수 있을 것으로 기대한다.
