The Defense Acquisition Program Administration has been implementing the Rapid Demonstration Acquisition Project(RDAP) since 2020 to quickly introduce private products with new technologies to the military through the military's pilot operation. Considering the recent increase of the project budget and the number of participating companies and the characteristics of the RDAP that requirement decision of the military force is made after the project is complete, selection of appropriate projects has become more important for effective system operation and preventing budget waste. However, it is expected that the selection of appropriate projects will be difficult as the detailed military applicability judgment criteria for project selection have not yet been established. In this paper, in order to link the requirement decisions of the military force and the result of the RDAP projects, we identify and review major factors such as military necessity, ROC, operational effects, redundancy with long-term and mid-term requirement decision, difference in acquisition time between RDAP and existing requirement decision, availability of test organizations to be considered focusing on military applicability when selecting projects for the RDAP. In addition, we propose criteria for judgment that can be practically applied to the selection of appropriate projects and matters necessary for improvement of the system such as reinforcement of professional manpower, test operation of subordinate units, implementing briefing sessions on weapons systems for private companies as a policy suggestion. We hope that these proposals will be used to establish reasonable and specific standards for selecting appropriate projects for the RDAP and develop a system of RDAP.

방위사업청은 군의 시범운용을 통해 신기술이 적용된 민간 제품을 군에 신속히 도입하기 위해 2020년부터 신속시범획득 사업을 시행 중이다. 최근 신속시범획득사업의 예산 및 참여업체 수가 증가하는 점과 사업이 종료된 이후 소요결정이 이루어 진다는 점을 고려할 때, 효과적인 제도운영과 예산 낭비를 막기 위한 합리적 대상사업 선정이 더욱 중요하게 되었다. 그러나, 신속시범획득사업의 대상사업 선정을 위한 군 적용성 세부 판단기준이 아직 확립되지 않아 대상사업 선정에 어려움이 예상된 다. 본 논문에서는 신속시범획득사업의 대상사업을 선정 시 사업 종료 이후 소요결정으로 연계될 수 있도록 군 적용성을 중심 으로 고려해야 하는 주요 요소들로 군사적 필요성, 작전운용성능, 중･장기 전력소요와의 중복성, 기존 전력소요와의 획득기간 차이, 시범운용 조직 가용성을 식별하고 검토하여 대상사업 선정 판단에 실제 적용 가능한 판단기준과 그 외 전문인력 보강, 예하부대의 시범운용, 민간기업에 대한 무기체계 설명회 추진과 같은 제도 개선사항을 정책 대안으로 제시하였다. 이러한 제 안이 신속시범획득 대상사업을 선정하기 위한 합리적이고 구체적인 기준 마련과 신속획득제도 발전에 활용되기를 기대한다.
