In Korea, Internet portal providers play the key role to form public opinion by providing news. They are, for that reason, assuming news media roles beyond information service providers. Thus, it is necessary to insert social regulation on portals requiring more socially responsible ethics and norms as news media is required. Given that more than 80% of citizens consume news through portals and that the proportion increases further during elections, public increasingly urge government and congress to act to regulate portal news services. Today, portal news services seem to aid the creation and expansion of ‘populist public sphere’ in Korea as they provide necessary network platform for the popular news media outlets. Accordingly, it raises public concerns that they are contributing to political and social populism as a result. Therefore, this paper points out that portal service providers have become the ‘bottleneck’ of the news flow in Korea as they increase the trend of populist public opinion centers. This paper tries to seek ways of reasonable “social intervention” into the portal news services.

한국 사회에서 포털은 정보와 서비스를 제공하는 미디어 사업자를 넘어서 뉴스를 제공하며 여론을 형성하는 매개자로서 언론의 역할을 수행하고 있다. 80% 이상의 시민은 뉴스를 포털을 통해 소비하고 있으며 선거 기간 이 비율은 더욱 증 가한다는 점에서 포털에 대한 사회적 규제는 단순히 인터넷 서비스 제공사업자 이상의 개념과 문제의식을 필요로 한다. 오늘날 포털 뉴스서비스는 포퓰리스트적인 방식과 내용으로 시장지배적 지위를 유지하고 성공적인 비즈니스 모델을 실현 하는 듯이 보이며 그 결과로 정치사회적 포퓰리스트화 시키는데 기여하고 있다는 우려를 갖게 한다. 이에 본 논문에서는 오늘날 심화되고 있는 포퓰리스트 공론장의 경향이 포털을 통해 심화되고 있음을 지적하고 이에 대한 합리적인 “사회적 개입”을 통해 시민의 공론장으로 거듭날 수 있는 방안을 모색할 필요성을 제기하고 있다.
