For Mencius, a just war is a defensive war and a war of liberation led to save the people from tyranny. Among them, the latter is to be distinguished from Confucius’ understanding of war, rather than generalized as a Confucian theory of war. Mencius wished for the beginning of a new era by the means of the war of liberation, whereas Confucius saw only the conquest by the Son of Heaven (天子) to maintain the existing order as justified. Mencius wished for the virtuous lord to unify the world through the war of liberation, which was based on his judgment that morality is not ineffective. This is because the virtue of the lord elicits voluntary obedience from the people, leading ultimately to a victory. Then, the virtue of the lord is doubly effective: victory in war and rise in political status for the lord. This is because winning the war to unify the world means becoming a king. It can be argued that this is a distinct feature of Mencius’ theory of war, according to which virtue becomes the driving force, as opposed to an obstacle to victory. The insight that virtue influences victory or defeat in war is still valid in the modern-day setting. An example of this would be the massacre of civilians by U.S. forces during the Vietnam War that led to the loss of grassroots political support and ultimate defeat in the war.

맹자에게 있어서 정의로운 전쟁은 침략에 대항하는 방어전쟁과 백성 들을 폭정으로부터 구하기 위한 해방전쟁이다. 이 중에서도 해방전쟁 은 유가(儒家) 전쟁론으로 일반화되기에는 공자의 전쟁론과는 구별된 다. 맹자는 해방전쟁을 통하여 새로운 시대가 열리기를 기대했지만, 공 자는 기존의 지배질서를 유지하기 위한 천자(天子)의 정벌만이 정의롭 다고 보았기 때문이다. 맹자는 도덕적인 군주가 해방전쟁을 통하여 천하를 통일하기를 기대 했는데, 이는 도덕성이 무력하지만은 않다는 판단에 근거한 것이다. 군 주의 도덕성은 백성들의 자발적인 복종을 이끌어내며 이는 전승(戰勝) 으로 이어지기 때문이다. 그렇다면 군주의 도덕성은 두 가지의 효용을 가진다. 전쟁에서의 승리와 군주의 정치적 지위 상승이다. 전쟁에서 승 리하여 천하를 통일하는 것은 곧 왕이 되는 것을 의미하기 때문이다. 도덕이 전승의 걸림돌이 되기보다는 동력이 된다는 것, 이것이 맹자 전쟁론의 뚜렷한 특징이라고 생각한다. 도덕이 전쟁의 승패에 영향을 미친다는 통찰은 오늘날에 있어서도 유효하다. 예컨대 베트남전에서의 미군에 의한 민간인 학살은 정치적 지지 상실로, 나아가서는 전쟁에서 의 패배로 이어졌다.
