Drug policies should distinguish between medication and supplier rather than unconditional punishment-oriented policies, and should be combined with appropriate punishment and treatment -intervention policies. However, the Korean government has been biased toward punishment-oriented policies for harmful drugs such as drugs, and there have been limitations in efficient drug abuse prevention and crime prevention. This can be seen as the result of sticking to only fragmentary and one-time visible policies in harmful drug policies such as drugs. In order to prevent harmful drugs such as drugs, policies should be established based on past policy failures and problems from a long-term perspective. The purpose of this study was to present the problems of harmful drug policies such as drugs in Korea due to changes in international drug policies and policy directions to be changed in the future. Based on this awareness of the problem, desirable drug regulations and policy directions in Korea were sought. In particular, the following policy directions were presented in consideration of the implications of policy cases in major countries due to changes in drug policies around the world. First, establishing a drug policy based on the UN Drug Control Convention and the situation. Second, approaching a drug policy based on human rights. Third, expanding evidence-based drug treatment and disease prevention forms Fourth, participation of civic groups and continuous monitoring and monitoring Fifth, transition from criminal punishment to therapeutic treatment.

마약류 등 유해약물의 정책은 무조건적인 처벌위주의 정책보다는 투약자와 공급자를 구분 하고 이들에 대한 적절한 처벌과 치료개입적 정책을 병행하여야 한다. 하지만 그동안 우리 정부는 마약류 등 유해약물에 대한 처벌위주의 정책에 치우쳐져 효율적인 마약류 남용방지와 범죄예방에는 그 한계가 있었다. 이는 마약류 등 유해약물정책에 있어 단편적이고 일회성의 가시적 정책만을 고집해온 결 과라 볼 수 있다. 마약류 등 유해약물 예방을 위해서는 무엇보다 장기적인 관점에서 과거의 정책실패와 문제점을 바탕으로 정책수립이 이뤄져야 한다. 본 연구는 국제 마약류 정책변화에 따른 우리나라의 마약류 등 유해약물 정책의 문제점 및 향후 변화되어야 할 정책방향을 제시하는 것을 목적으로 하였다. 이러한 문제의식에 기반하 여 바람직한 우리나라 마약류 규제 및 정책방향을 모색하였다. 특히 전 세계적 마약류 정책 변화에 따른 주요 국가의 정책사례가 주는 시사점을 고려하여 첫째, UN 약물 통제 협약 및 상황에 근거한 마약류 정책 수립 둘째, 인권기반 근거한 마약류 정책 접근 셋째, 증거기반 약 물치료 및 질병예방 양식 확대 넷째, 시민단체의 참여와 지속적인 모니터링과 감시 다섯째, 형사적 처벌에서 치료적 처우로의 전환 등의 정책방향을 제시하였다.
