This study focused on the process (cycle) of local elections and community welfare plans as the local autonomy system developed, and conducted a case study on the community welfare plan process of Wanju-gun(county). The purpose of the study is to explore alternatives that can develop into a good plan to secure integrity and continuity through these studies. As a result of the study, it describes that it is a problem of mismatching that occurs between the cycle of community welfare plans and local elections as a structural factor that hinders integration and continuity. In order to solve this problem, it is suggested that it is necessary to appropriately adjust the cycle of community welfare plans according to local elections.

이 연구는 지방자치제도가 발전함에 따라 지방선거와 지역복지계획의 시간적 흐름(주기)에 초점 을 두고, 완주군 제3기 지역복지계획 과정에 대한 사례연구(case study)를 하였다. 이러한 연구를 통하여 계획의 통합성을 저해하는 잠재적 요인을 발견하고 기술해보려는 것이 연구목적이다. 연구결과, 지역복지계획의 통합성을 저해하는 잠재적 요인으로 지역복지계획과 지방선거의 주 기 사이에 발생하는 시간적 불일치의 문제임을 기술하고 있다. 이를 해결하기 위해서는 지역복지 계획의 주기를 지방선거에 맞추어 적절히 조정할 필요가 있음을 제안하고 있다.
