This study was carried out for the purpose of suggesting future improvement tasks after developing a total of four types of linkage and cooperation combining the finance-business linkage method and the direct-indirect linkage method between Local Governments and the Local Office of Education. According to the results of the analysis, the first type, direct support-direct project-linked cooperation type, includes subsidies for educational expenses and charges for school land, and shows a continuous increase. The second type is a direct support-indirect project linkage type, and includes statutory/non-statutory transfers transferred from local governments to the Local Office of Education. The third type is indirect support-indirect project linkage cooperation, which includes methods such as education cooperation control, resident participatory budgeting, and joint investment review, and activation was found to be very insufficient. The fourth type is an indirect support-direct project linkage cooperation type, which includes recently expanded innovative education district projects and village education community projects, and is showing a sharp increase compared to other types. Based on these research results, it was suggested that different approach strategies are required for each type of linkage and cooperation in order to activate linkage cooperation between the Office of Education and local governments in the future, and it is necessary to find practical linkage and cooperation methods such as the joint-cost project system.

본 연구는 지방자치단체와 교육청간 재정-사업 연계방식 및 직접-간접 연계방식을 조합한 총 4개의 연계‧협력 유형을 개발하고 실태를 분석한 후 향후 개선과제를 제시하기 위한 목적으로 수행되었다. 분석 결과에 의하면, 첫 번째 유형인 직접지원-직접사업연계협력형에는 교육경비보조금 및 학교용지부 담금이 포함되며 지속적으로 증가 추이를 보이는 것으로 나타났다. 두 번째 유형은 직접지원-간접사업 연계협력형으로 지방자치단체가 교육청으로 전출하는 법정/비법정전입금이 포함되는데 법정전입금은 적기전입이 되고 있으며 비법정전입금은 지속 증가 양상을 보이고 있다. 세 번째 유형은 간접지원-간 접사업연계협력형으로 교육협력관제, 주민참여예산제연계, 공동투자심사 등의 방식이 포함되어 있으며 활성화는 매우 미흡한 것으로 나타났다. 네 번째 유형은 간접지원-직접사업연계 협력형으로 최근 확대 되는 혁신교육지구사업, 마을교육공동체 사업 등이 포함되며 타유형 대비 급격한 증가를 보이고 있다. 이러한 연구결과를 바탕으로 향후 교육청과 지방자치단체 간 연계 협력을 활성화하기 위해서는 각 연 계‧협력 유형별로 다른 접근 전략이 요구되며 공동사업비제도 등과 같은 실질적인 연계‧협력 방안 모 색이 필요하다는 점을 제언하였다.
