In 2014th year, basic pension reform was driven by the need for alleviating the elderly poverty problem in Korea. Since then, numerous studies are carried out to estimate the effects of basic pension reform. However, there are little known about it’s effects on the material hardships. In this study, we aim to estimate the effects of basic pension reforms on the material hardships among the old-age households, and also to investigate the contexts of policy effects through examining the interrelations among pension benefit, household income, expenditure, material hardships. Major findings are as follows from the analyses the data of 2013th & 2015th Korean Welfare Panel Study data which correspond to the before and after the basic pension reform. First, basic pension reform brought about the increase of the benefit level, income, and consumption expenditures and decrease of material hardships on average. But, different changes were experienced among the old-aging households. Second, from the regression analyses we found out that there is no significant effects of the benefit level change on the material hardships. Third, lack of effectiveness is caused by crowding-out income effects and insufficient connections among the benefit, income, consumption expenditure. Findings of this study suggest that impact of basic pension reform has not lead to the reduction of the material hardships, improvement of the basic living-conditions among the old-aged households. They suggest policy implications that it is not enough to reduce the material hardship of elderly households only by increasing benefit level. And also, they imply that it is necessary to develop measures which increase of benefit level leads to the improvement of the living-conditions.

한국사회의 심각한 노인빈곤 문제 해결을 위해 기초연금 전환으로 노후소득보장정책의 상당한 확충이 이루어졌음에도, 기초연금의 효과 및 개선을 둘러싼 정치적, 사회적 논란은 지속되는 상황이다. 이는 소득빈곤 측정치에 의거한 기존의 단편적인 효과 분석에서 벗어나 다각적인 관점에서 기초연금 효과 분석의 필요성을 제기하는 바라 평가된다. 이에 본 연구 는 대안적 빈곤 개념인 ‘물질적 결핍(material hardship)’의 유용성에 주목하여, 물질적 결핍을 기준으로 기초연금 전환의 정책 효과를 새롭게 분석, 평가하고자 하였다. 분석에는 2013년 도 및 2015년도 “한국복지패널조사”자료를 활용하여, 2014년 7월 기초연금 제도 전환 전후 로 노인가구의 기초연금액 변화 및 물질적 결핍, 소득, 소비지출 등 경제적 상태의 변화에 대한 분석을 통해, 기초연금 전환의 정책 효과를 파악하고자 하였다. 기초분석결과에서는 기초연금 전환 전후로 기초연금액, 가구소득 및 소비지출, 물질적 결핍 등의 평균치들에서 개선이 있음을 파악할 수 있었지만, 회귀분석결과에서 기초연금 급여액 변화는 노인가구의 물질적 결핍 감소에 유의미한 영향을 미치지 않는 것으로 확인되었다. 이는 수급액을 상향 조정한 기초연금 전환이 실제 생활상 빈곤. 곧 결핍의 감소에는 효과가 미약함을 확인하는 바라 평가된다. 한편, 결핍 감소 효과 미흡의 맥락을 진단하고자 후속한 분석들에서는 주요 소득원별 소득변화의 ‘구축효과’ 및 ‘기초연금액 증가가 소비지출 증가로 연계되지 않음’을 확인할 수 있었다. 본 연구 결과는 기초연금액의 상향조정만으로 노인가구의 실제 생활상태 의 개선이 미미할 수 있다는 점과 더불어 현금급여 지원의 한계성을 보완하는 대책 마련의 필요성을 정책적 함의로 시사하여 준다.
