This study aimed to evaluate the process of building public-private partnerships that City A is pursuing to vitalize local governance. In particular, we examined the results of survey responses and interviews with public servants, local community organization employees (civil society organization, non-government organization, etc.), and working groups (institution under government, intermediate support organization, etc.) participating in the public-private partnership process. To this end, the public-private partnership building process was divided into the base dimension, the competency dimension, and the policy process dimension, and the difference in perception was examined from a comparative perspective. The results revealed a significant difference in the perceptions of the employees regarding the level of public-private cooperation. Based on these analysis results, this study fused the views of the three different groups to derive an improvement plan for establishing and activating an effective public-private partnership system for City A in the future. In addition, policy implications needed for other local governments to establish and operate local governance systems were also presented.

본 연구는 기초 지방자치단체 A시가 로컬 거버넌스 활성화를 위해 추진하고 있는 민관협 치 구축 과정을 평가하기 위한 목적으로 수행되었다. 특히, 본 연구는 민관협치 과정에 참여 하는 공무원, 지역사회단체 관계자(시민단체, 활동가 등), 실무자 그룹(A시 산하기관, 중간지 원조직 등)을 대상으로 한 설문조사 응답 결과와 인터뷰 내용을 토대로 민관협치 구축 과정 을 기반 차원, 역량 차원, 정책과정 차원으로 나누어 인식 차이를 비교적 관점에서 살펴보았 다. 분석결과에 따르면, 민관협치 수준을 둘러싼 구성원의 인식은 상당한 차이를 보이고 있 었다. 이러한 연구결과를 토대로, 본 연구는 서로 다른 세 집단 간의 견해를 융합하여 향후 A시의 효과적인 민관협치 체계 구축 및 활성화를 위한 개선방안을 도출하고, 타 지방자치단 체가 로컬 거버넌스 체계를 구축 및 운영하는 데에 있어 필요한 정책적 시사점도 함께 제시하였다.
