The proportion of migrant workers in South Korea has grown steadily due to the demand, which brought up the continuous need for major revisions in migration policies. This paper examines how Korea's migrant worker policy has changed and what efforts have been done for each actor in the background. Moreover, it points out the remaining tasks of each policy by introducing newly emerging problems currently underway in the city of Ansan, a pioneer city in embracing migrant workers. The research was arranged by dividing migrant worker policies by the main policy actors; the central government sought integration in institutional ways by mainly focusing on lifting regulations, while the city government and private organizations carried out social integration policies on a more local scale. Although the central government has highly improved migrant workers’ status through the implementation of the Employment Permit System(EPS), it seems to be stagnant ever since. Meanwhile, Ansan’s social integration had developed through a local governance which strongly connected the city government and private organizations, but this governance is becoming more weaker after the designation of Ansan’s Multicultural Village Special Zone in 2009, which had brought many conflicts.
