The purpose of this study is to compare and analyze the operating status of he elementary school care and the municipality care, and the improvement and requirements of the child caring professionals. For this study, an electronic survey was conducted with about 200 caring professionals from the child caring professionals in elementary school care class and the municipality care. As the main results of this study, first, the child caring professionals in their 50s and over, had the highest percentage of caring experience for over 10 years, had the highest level of education with a college degree or higher. Second, there was a significant difference in the effectiveness of caring classes between the child caring professionals in elementary school care class and the municipality care. Third, what needs to be improved in the operation of elementary school care class and the municipality care is to establish a legal basis for child caring and to improve the work environment, and the programs that need to be improved in the child care class are protection, safety and welfare programs. As a conclusion of this study, first, it is necessary to prepare a legal basis for the operation of care classes, second, it is necessary to prepare an evaluation system for the child caring professionals to regularly check the school care service program or environment, third, a system for nurturing the child caring professionals and the child caring teachers should be established.

이 연구는 초등돌봄과 지자체돌봄의 운영 실태와 돌봄 전담사의 개선과 요구사항을 비교·분석하는데 목적이 있다. 연구 대상은 초등돌봄교실의 돌봄 전담사와 지자체돌봄 전담사 약 200여 명으로 전자 설문조사를 실시하였다. 연구의 주요 결과로 첫째, 돌봄 전담사들은 50대 이상, 10년 이상의 돌봄 경력 비율 이 가장 높게 나타났고, 대졸 이상의 학력이 가장 많았다. 둘째, 돌봄교실의 효용성은 초등돌봄 전담사와 지자체의 ‘다함께 돌봄’ 전담사 간에 유의미한 차이가 나타났다. 셋 째, 초등돌봄과 지자체 다함께 돌봄교실 운영에서 개선되어야 할 점은 돌봄의 법적 근 거 마련, 돌봄의 업무환경 개선, 돌봄에서 개선해야 할 프로그램은 보호·안전 프로그램 과 복지프로그램이었다. 이 연구의 결론은 첫째, 돌봄교실의 운영을 위한 법적 근거의 마련 필요, 둘째, 돌봄 전문가가 방과 후 돌봄 서비스 프로그램이나 환경을 정기적으로 점검할 수 있는 평가체제 마련, 셋째, 전문성 있는 돌봄 서비스 향상을 위한 전담사 및 돌봄 교사 양성체제를 구축해야 한다.
