한국의 유아교육 정책 담론 분석 : 진보신문의 사설을 중심으로
A Critical Discourse Analysis of Early Childhood Education Policy of Korea : Focusing on the Editorial of the Progressive Newspaper
This study presupposes that newspaper editorials restructure early childhood education policies to form discourses that affect public perception and policy. In order to reveal the meaning behind the language used in newspaper editorials, Fairclough's critical discourse analysis method was used to analyze 55 editorials related to early childhood education policies published in Hankyoreh and Kyunghyang newspapers. The results are as follows. First, the number of early childhood education policy newspaper editorials increased or decreased according to social interest in early childhood education, major policies, and whether laws were enacted. Second, it is represented to change the discourse text according to the change in early childhood education policy so that the content including economic and political ideology is recognized by the public. Third, the text was shown support and resistance to early childhood education policies using bonding, decoupling, and recombination strategies. Fourth, depending on the period, discourses were formed by being influenced by major social and cultural contexts, and discourses influenced social and cultural contexts such as the formation of public awareness. This study is expected to contribute to the formation of public independent awareness of discourse by understanding the interrelationship between early childhood education policies and newspaper editorials This study presented implications for the formation of public independent perceptions and attitudes, active action as a critical policy evaluator, and the role of checkers and directional presenters in policy establishment.

본 연구는 신문사설이 유아교육 정책을 재구조화하여 대중의 인식과 정책에 영향을 미치는 담론을 형성 한다고 전제하였다. 이에 신문사설에 사용된 언어의 이면에 내포한 의미를 드러내기 위해 한겨레와 경향신문에 게 재된 유아교육 정책 관련 사설 55편을 대상으로 Fairclough의 비판적 담론분석방법을 사용해 분석하였다. 연구결 과 첫째, 유아교육 정책 신문 사설은 유아교육에 대한 사회적 관심과 주요 정책 수립 및 법의 제정 여부에 따라 그 수가 증감하였다. 둘째, 유아교육 정책의 변화에 따라 담론 텍스트를 변화시켜 경제적·정치적 이념을 포함한 내 용을 대중에게 인식시키도록 표상하였다. 셋째, 텍스트를 접합과 탈접합, 재접합 전략을 사용하여 유아교육 정책에 대한 지지와 저항을 나타냈다. 넷째, 시기에 따라 주요한 사회·문화적 맥락에 영향을 받아 담론을 형성하고 담론은 대중의 인식형성 등 사회·문화적 맥락에 영향을 미쳤다. 본 연구는 대중의 주체적 인식과 태도 형성, 비판적 정책 평가자로서의 적극적 실천 행동, 정책 수립의 견제자 및 방향 제시자의 역할 수행 등을 시사점으로 제시하였다.

Ever since next generation convergence technology became one of the most important industries in the nation, computing professionals have encountered a growing number of challenges. Along with scholars and colleagues in related fields, they have gathered in avariety of forums and meetings over the last few decades to share their knowledge, experiences and the outcome of their research. These exchanges have led to the founding of the International Next-generation Convergence technology (INCA) on December 1, 2015. INCA was registered as an incorporated association under the Ministry of Information and Communications. The main purpose of the organization is to improve our society by achieving the highest capability possible in next generation convergence technology.
