This study established and validated future policies for career support for retired players. In order to achieve the purpose of the study, policy proposals were made based on the literature related to retirement athletes policy, policy problems and improvement plane were suggested. To verify the validity of policy proposals, a survey was conducted with a total of 10 expert groups consisting of practitioners and researchers through the concept of policy evaluation presented by Dunn. As a result first, As a future policy for retired athletes, it was proposed to improve the career development capabilities of retired athletes and create sports jobs. The validity of the two policies was verified at the levels of 3.0~3.8 and 3.05~3.30, respectively. Second, the problems of the current retirement player support policy were the limitations of short-term education programs, lack of work experience for athletes, and the closed culture of the sports field. Third, improvement measures for supporting retired athletes were found to be development of education and entrepreneurship education programs for each level and customized considering the characteristics of athletes and improvement of closed cultural environment. For successful career support after retirement, the opinions of athletes should be collected, and based on this, a constructive policy should be realized through policy goals and valid contents.

본 연구는 은퇴선수 진로지원을 위한 미래 정책에 대한 계획을 수립하고 그 타당성을 검증하기 위한 것이다. 연구 목적의 달성을 위해 은퇴선수 정책관련 문헌 및 선행연구, 전문가들의 조사를 바탕으로 정책을 제안하고, 정책의 문제점과 개선방안을 제안하였다. 정책제언의 타당성 검증을 위하여 Dunn이 제시하는 정책평가의 개념을 통해 실무자 및 연구자 로 구성된 총 10명의 전문가 집단을 대상으로 설문조사를 실시하였다. 분석 결과 첫째, 은퇴선수들의 미래정책으로 은퇴 선수 진로개발 역량 향상과 스포츠 일자리 창출이 제안되었다. 두 가지 정책의 타당성은 각각 3.0~3.8, 3.05~3.30의 수준으로 검증되었다. 둘째, 현 은퇴선수 지원 정책의 문제점으로는 단기 교육 프로그램 한계, 체육인의 직무체험 부족, 스포츠계의 폐쇄적 문화가 도출되었다. 셋째, 은퇴선수 지원을 위한 개선방안으로는 체육인의 특성을 고려한 수준별, 맞춤별 교육 및 창업 교육 프로그램개발과 폐쇄적 문화 환경 개선으로 나타났다. 체육인의 은퇴 후 성공적인 진로지원이 이루어지기 위해서는 우선 체육인들의 의견을 수렴해야 하며, 이를 바탕으로 정책의 목표와 타당한 내용을 통해 건설적인 정책이 실현되어야 할 것이다.
