Child abuse is no longer a problem at the individual level or within the family, but should be understood as a complex phenomenon that appears in interactions with the social environment. Prompt detection and reporting of child abuse not only prevents damage, but also has importance in that it enables active reporting and prevention of other child abuse that occurs in the future. This study recognized the increasing importance of child abuse, and extracted 357 new police trainees through simple random sampling. In this study, four variables were investigated as independent variables: the perception of child abuse related to demographic characteristics and child abuse, the cause of child abuse, whether or not they were familiar with the child abuse reporting system, and the recognition of the need for measures to prevent and improve child abuse. Based on the survey results, the following policy recommendations were made. First, the punishment for child abuse perpetrators is strengthened. Second, it is to raise public awareness of child abuse. Third, securing a budget for child abuse prevention and treatment and strengthening the support system. Fourth, it is necessary to improve the treatment of childcare teachers. Fifth, it is necessary to strengthen the linkage with the autonomous police on the prevention of child abuse and benchmark best practices. Sixth, child abuse manual education is needed in the curriculum of the Central Police School, a new police education institution.

아동학대는 더 이상 개인 차원이나 가족 내의 문제가 아니고, 사회환경과의 상호작용 속에서 나타나는 복합적인 현상으로 이해하여야 한다. 아동학대의 신속한 발견과 신고는 피해를 예방할 뿐 아니라 추후 발생되는 또다른 아동학대에 대한 활발한 신고와 예방을 가능하게 한다는 점에서도 그 중요성을 가진다. 본 연구는 지속적으로 증가하고 있는 아동학대의 중요성을 인식하고, 신임 경찰교육생 357명을 대상으로 단순·무작위 표집방법(simple random sampling)을 통해 추출하였다. 본 연구에서는 독립변인으로 인구사회적 특성과 아동학대와 관련된 아동학대 인식, 아동학대 발생 원인, 아동학대 신고제도 숙지 여부, 그리고 아동학대 예방 및 개선방안 필요성 인식이라는 4개의 변인이 조사 설계되었다. 설문조사 결과를 바탕으로 다음과 같이 정책 제언을 하였다. 첫째, 아동학대 가해자에 대한 처벌 강화이다. 둘째, 아동학대에 대한 대국민 인식 제고이다. 셋째, 아동학대 예방 및 치료를 위한 예산의 확보와 지원체계의 강화이다. 넷째, 보육교사들에 대한 처우개선이 필요하다. 다섯째, 아동학대 예방에 대한 자치경찰과의 연계성 강화 및 우수사례 벤치마킹이 필요하다. 여섯째, 신임 경찰교육기관인 중앙경찰학교 교육과정에 아동학대 매뉴얼 교육이 필요하다.
