This study attempted to make a meta-analysis of 400 papers on the press arbitration system and 54 doctoral and master’s degree thesis papers to explore the achievements and tasks of 40 years of research on the Korean press arbitration system. The findings of this study are as follows. First, it was discovered that there is a stable production of research related to “Press Arbitration” and “Media and Human Rights” published by the Press Arbitration Commission; there are 7 doctorates and 47 master’s degree holders who graduated since the establishment of the press arbitration major in 1988, and prominent and prolific researchers group was formed during the 40 years of the press arbitration research. Second, it was found that the research topics have been changed over the five periods while reflecting changes in political situations, such as enactment and revision of the press arbitration– related laws, changes in the media environment, and conflicts between political power and the news media. In particular, research on press arbitration has been rapidly changing due to the cable TVs’ emergence in the 1990s, the rapid growth of Internet media since the 2000s, and recent changes in the media environment such as social media, artificial intelligence, and drones. Third, there are shadows of the brilliant achievement of the press arbitration research, including the relative contraction of media self-regulation research, poverty of press freedom research in contrast to the quantitative growth of damage relief and personal rights research, and gaps between law and institutional research and human beings’ behavioral research. This study is the first meta-analysis to explore 40 years of press arbitration research, with both values and limitations.

이 연구는 한국 언론중재제도 연구 40년의 성과와 과제를 탐색하기 위 해 400편의 언론중재 논문 및 학위논문 54편에 대한 메타 분석을 실시했 다. 분석 결과, 첫째 언론중재위가 발행하는 <언론중재>, <미디어와 인격 권>을 중심으로 한 관련 논문의 안정적 생산과 1988년 이후 박사 7명, 석사 47명 배출 등 언론중재 연구 전공 정착, 그리고 염규호, 박용상, 성 낙인, 한위수, 이승선, 이재진 등 주요 연구자군의 형성 등 언론중재 연구 40년의 성장과 성과를 확인할 수 있었다. 둘째, 5개 시기별 연구주제의 변화는 언론중재 관련법의 제정과 개정, 미디어 환경 변화, 정치 권력과 언론의 갈등을 포함한 정치 상황 변화 등을 반영하여 부침이 있는 것으 로 분석됐다. 특히 90년대 케이블TV의 등장, 2000년대 이후 인터넷 미디 어의 급성장, 최근의 소셜미디어, 인공지능, 드론 등 미디어 환경 변화로 언론중재 연구도 급변하고 있다. 셋째, 빛나는 언론중재 연구 성과의 그 림자 현상으로서, 언론의 자율규제 연구의 상대적 위축 현상, 피해구제와 인격권 연구와 대비되는 언론자유 연구의 빈곤, 그리고 법과 제도 관련 연구에 상반되는 신청인, 언론인, 중재인 연구의 공백 문제를 발견하고 언론중재 연구의 해결과제 차원에서 논의했다. 이 연구는 언론중재 연구 40년을 탐색하는 첫 메타 분석 연구로서 가치와 한계점을 동시에 가지고 있다.
