The effect of the government's SMEs support policy can be analyzed in various ways, but the result produced is ultimately expressed as a management performance through various effects such as capacity building of SMEs, enhancement of competitiveness, and export increase. This study analyzed the trend of performance using the current status of SMEs and management performance indicators. The data for the study are the status of innovative SMEs from 1996 to 2019, R&D input costs, the status of venture companies, and management performance indicators for small and medium-sized manufacturing companies from 1984 to 2019. In addition, from 1998 to 2019, three financial indicators for SME support policy and nine business performance indicators were selected and the efficiency and trends of policies were analyzed using DEA analysis. In the analysis of the status of SMEs, the proportion of SMEs increased to 99.9% and the number of workers increased to 83.1%, but the total sales of SMEs accounted for only 48.5% of the total firms production, and the growth rate of the total output of manufacturing SMEs was decreasing. As a result of trend analysis by dividing the management performance indicators of SMEs into four categories, the growth and productivity indicators showed a downward trend, resulting in a decrease in performance and profitability indicators showed a decrease in the operating profit ratio. As a result of analyzing the effectiveness of the SMEs support policy as an efficiency score by year using DEA statistics, there was no trend of increasing efficiency indicating the effect of the SMEs support policy. Based on the analysis results and previous studies, improvement plans to increase the efficiency of SMEs support policies were suggested.

국가의 중소기업지원정책에 대한 효과는 다양한 방법으로 분석할 수 있으나 산출되는 성과는 중소기업의 역량강화, 경쟁력제고, 수출증대 등의 다양한 효과를 경유하여 최종적으로 경영성과 로 나타난다. 본 연구는 중소기업의 현황과 경영성과 지표를 이용하여 성과의 추세를 분석하였 다. 연구를 위한 자료는 1996~2019년까지의 혁신형 중소기업현황과 R&D 투입비용, 벤처기업 현황 그리고 1984~2019년까지의 중소제조기업에 대한 경영성과지표이며, 추가로 1998~2019년 까지 중소기업지원정책 금융지표 3가지와 기업의 경영성과지표 9가지를 선정하여 DEA 분석을 이용하여 정책의 효율성과 경향을 분석하였다. 중소기업 현황분석에서 중소기업의 비중은 99.9%, 종사자는 83.1%로 증가하였다. 그러나 중소기업의 총매출액은 전체의 48.5%에 불과하 고 중소제조업의 총생산액은 증가율이 감소하는 것으로 나타났다. 중소기업의 경영성과 지표를 4가지로 구분하여 추세 분석한 결과 성장성 지표와 생산성 지표가 하향 추세로서 성과가 감소하 고 있으며, 수익성 지표에서는 영업이익률이 감소하고 있는 것으로 나타났다. DEA 효율성 분석 을 이용하여 중소기업지원 정책 효과를 연도별 효율성 점수로 분석한 결과 중소기업지원정책의 효과를 나타내는 효율성의 증가추세 경향이 나타나지 않았다. 분석 결과와 선행연구를 바탕으로 중소기업지원정책의 효율성을 높일 수 있는 개선안을 제시하였다.
