The world's defense industry is actively entering the overseas export market based on advanced technology due to changes in the security environment and the global economic downturn. Although the defense industry in Korea is developing as a world-class defense exporter, in detail, it is insufficient to select and concentrate the core fields of export industrialization policy and future defense industry due to the long-term promotion of domestic defense base protection policy. In this regard, it is necessary to study the important factors for the development of the Korean defense industry from an academic perspective. In this study, we derived the areas, items, and detailed factors necessary for the development of the Korean defense industry through academic p recedent s tudies, and then surveyed the factors necessary for defense industry policy, defense r esearch a nd d evelopment a nd d efense e xport.In a ddition, t he i mportance and satisfaction of ISA characteristics on defense industry policy, defense research and development, and defense export were analyzed through the technical statistics process, and the results and analysis contents of ISA 4-minute were presented and synthesized.

세계의 방위산업은 안보 환경 변화와 글로벌 경기침체의 영향으로 첨단 기술력에 기반한 해외 수출시장으로의 적극적인 진출을 도모하고 있다. 한국의 방위산업은 외형적으로 세계적인 방산 수출국으로 발전하고 있으나 세부적으로 보면 장기간의 국내 방위산업기반 보호정책 추진의 영향으로 수출산업화 정책과 미래 방위산업의 핵심분야 선정 및 집중육성이 미흡하다. 또한 민간 주도의 국방 R＆D 협력과 첨단 및 핵심 기술경쟁력 확보가 미흡하며, 경쟁력 있는 국내 방산기업의 육성과 첨단 및 핵심 소재･부품･장비의 국산화율도 미흡한 실정이다. 이러한 측면에서 학문적 관점의 한국 방위산업 발전을 위한 중요요 인에 대한 연구가 필요하다. 따라서 본 연구에서는 학문적인 선행연구를 통하여 한국 방위산업 분야 발전에 필요한 정책분야 영역 및 항목, 세부 요인을 도출한 후 방위산업 관련 실무 경험이 있는 전문가 집단을 대상으로 방위산업 정책과 국방 연구개 발 그리고 방산 수출 발전에 필요한 요인을 설문 연구하였다. 또한 기술통계 과정을 통해 각 요인에 대한 ISA 특성인 중요도 와 만족도를 분석하였다. 연구 영역에 있어서는 방위산업 정책 측면과 국방 연구개발 측면 그리고 방산 수출 측면에 대한 각 항목 및 세부 요인별 특성을 분석하였고, 각 요인에 대한 중요도와 만족도 순위와 ISA 4분면 결과 및 분석내용을 제시하고 종합함으로써 향후 한국 방위산업 정책 발전에 기여하는 것을 연구목적으로 하였다.
