In order to strengthen the disaster prevention response system for cultural assets caused by disasters and maximize on-site disaster prevention capabilities, it is necessary to improve the disaster response manual considering the specificity of cultural assets. In this study, the regulations related to the disaster response manual under the Cultural Heritage Protection Act were reviewed, and the movement and protection of movable cultural properties through case studies of disaster-related manuals in the field of domestic and foreign cultural properties, measures to be taken according to the disaster response stage of the case of cultural property fires and the manual, disasters The missions and roles of city emergency organizations were compared and analyzed. In addition, we have drawn implications for the supplementation of the Disaster Response Manual under the Cultural Heritage Protection Act, and we would like to suggest directions for improvement.

재난으로 인한 문화재 방재 대응시스템을 강화하고, 현장 방재능력을 최대한 발휘하고자 문화재 특수성을 고려한 재난대 응매뉴얼의 개선이 필요하다. 본 연구에서는 문화재보호법상의 재난대응매뉴얼 관련 규정에 관해 검토하였고, 국내‧외(일 본) 문화재분야 재난관련 매뉴얼 사례조사를 통해 동산문화재의 이동 및 보호, 문화재 화재 사례와 매뉴얼의 재난대응단 계에 따른 조치사항, 재난 시 비상기구의 임무와 역할 등을 비교‧분석하였다. 또한 문화재보호법상의 재난대응매뉴얼의 보 완에 대한 시사점을 도출하였으며, 그에 따른 개선방향을 제시하고자 한다.
