In Taiwan, which had been under Japanese colonial rule since 1895, before World War II, it was not until 1943 that the conscription system was announced. However, the conscription system in Joseon was announced in 1942, a year earlier than this, when the plan to implement the conscription system was announced. Surprisingly, however, the study found that the Joseon side's active 'conscription demand movement' was behind this fact and that the 'conscription demand movement' was closely linked with the 'suffragette petition movement' that had been advocated since the 1920s. Therefore, in this thesis, by examining the relationship between the two, the demands of each movement, and the logic of the petition, we understand the illusion of suffrage and the reality of the introduction of the conscription system, and the activities of writers at the time who played a role in propaganda, instigation, and publicity of the introduction of the conscription system. By tracing the award through the literary journal 『Nation Literature』, we intend to investigate their specific activities and their actualities. Through this, we intend to examine how the activities and roles of writers at the time had an impact on the general Joseon people and what kind of ripple effect they had.

제2차 세계대전 이전 시기인 1895년부터 일제의 식민지배를 받았던 대만에서는 1943년이 되어서야 징병제 실시계획이 공포되었다. 그러나 조선에서의 징병제는 이보다 일 년여 빠른 시기인 1942년에 징병제 실시계획이 발표되었고 이후, ‘징병제 도입’은 수많은 조선 청년들의 생명을 빼앗아갔다. 그러나 놀랍게도 이러한 사실의 배후에는 조선 측의 적극적인 ‘징병제 요망 운동’이 있었고, ‘징병제 요망 운동’은 1920년대부터 주창되었던 ‘참정권 청원 운동’과 긴밀하게 연동하고 있었음을 연구를 통해 알 수 있었다. 이에 본 논문에서는 양자의 연관성과 각 운동의 요망, 청원의 논리를 검토하여 참정권의 허상과 징병제 도입의 실제를 파악하고, 이러한 ‘징병제 도입’을 선전, 선동, 홍보하는 역할을 하였던 당시 문인들의 활동상을 문예지 『國民文學』을 통하여 추적함으로써 그들의 구체적 활동과 그 실제를 규명해 보고자 한다. 이를 통하여 당시 문인들의 활동과 역할이, 조선인 일반에 어떠한 영향을 미쳤고 그 파급력은 어떠하였는가를 검토하고자 한다.
