This study reveals the process by which the colonial ruler’s measures in relation to the private property of Japanese residents on the Korean Peninsula after Japan’s defeat in 1945 and the Japanese government’s measures considering the Treaty of Peace with Japan and ROK-Japan talks, establish a correlation and converge to one point. In the process, this study examines the domestic compensation issue related to the performance statistics on colonial rule, the political process surrounding the claims issue arising from ROK-Japan talks, and finally, the rupture in ROK-Japan negotiations caused by a head-on conflict on these issues. Therefore, in this paper, we first look at the perception and response of the Japanese who were defeated in the liberation space. Second, their actions, which have been subject to criticism of colonial rule in Japanese society since their return to Japan, are in line with the Japanese government’s policy initiative. Third, the joint results of these Japanese and Japanese governments will be micro-resilient from the policy-making process of the claim issue of ROK-Japan normalization negotiations and from the scene of actual negotiations. Through this, the government aims to draw significance for “personal claims,” one of the factors of conflict between ROK and Japan today, by revealing the continuity of Japanese people return to their home countries after the defeat.

본 논문에서는 1945년 패전 이후 미국에 의해 재조일본인들의 한반도 소재 사유재산이 몰수된 문제를 두고 조선통치 출신자의 대응 결과가 일본정부의 대일강화조약과 한일 국교정상화 교섭을 염두에 둔 대책 마련과 상호 관련성을 맺으며 하나의 지점으로 수렴되는 과정을 드러낸다. 거기서 산출된 식민통치 실적의 ‘숫자’와 관련된 국내보상 문제와 한일회담의 청구권 문제를 둘러싼 정치과정, 그리고 최종적으로는 그 문제로 인해 양국이 정면충돌하여 교섭 결렬에 이르는 경위를 재조명한다. 따라서 본 논문에서는 첫째, 해방공간에서 패전을 맞은 일본인들의 인식과 대응을 살펴본다. 둘째, 본국 귀환 이후 일본사회에서 기존 식민통치에 대한 비판의 대상으로 내몰린 그들의 행동이 일본정부의 정책구상과 맞물리는 양상, 셋째, 그들 조선통치 출신자들과 일본정부의 공동결과물이 한일회담 청구권 문제의 정책결정과정에서, 그리고 실제 교섭현장에서 활용되는 장면까지 미시적으로 복원한다. 이를 통해 1945년 패전 후 재조일본인들의 본국 귀환부터 1953년 제3차 한일회담 청구권 교섭에 이르는 연속성을 드러냄으로써 오늘날 한일관계의 갈등요인 중 하나인 ‘개인청구권’ 문제에 대한 의의를 도출하고자 한다.
